DIVISION MANAGER A

  1. Plan and direct the formulation and implementation of the agency’s information and communication technology plan;
  2. Organize and control resources to provide efficient and effective information and communication technology services;
  3. Direct the development of the agency information/database and other information as required;
  4. Manage databases for information/monitoring and reporting, management decision-making, research and other purposes
  5. Review, update and recommend computerization proposals;
  6. Plan and direct the implementation of the agency’s databases and website;
  7. Formulate policies on computerized systems designs and standards to effectively meet the objectives of computerization;
  8. Ensure that the agency’s connection to the DA-INTRANET is uninterrupted and secured at all times;
  9. Formulate policies on information and communication technology resources acquisition, operation and maintenance of operational computerized systems and users training;
  10. Formulate and direct implementation of plans and standards to improve network and facilities management and maintenance;
  11. Coordinate with users of information and communication technology and data management services in the organization in order to provide support for the improvement of organizational activities and better utilization of information and communication technology resources;
  12. Recommend training programs for users and operating personnel on network use, database access, intranet and use of developed computerized systems/acquired application packages;
  13. Supervise the administrative functions of the group, including planning, budgeting, purchasing, training, etc.;
  14. Represent the agency in the DA-INTRANET policy making, standards identification and information systems strategy formulation and implementation;
  15. Perform other related functions.

LIBRARIAN B

  1. Direct and supervise the preparation of library materials for circulation;
  2. Formulate policies and set library rules and regulations;
  3. Plan, organize and perform the works in the library;
  4. Classify and record/catalogue books, indexes periodicals;
  5. Assist readers in the selection of reading and reference materials;
  6. File newspaper clippings about NIA;
  7. Coordinate with various NIA officials in processing types of books which will be helpful to NIA operations;
  8. Perform other related functions.

SECRETARY A

  1. Arrange official appointment of the Manager;
  2. Interview and screen callers and visitors
  3. Take dictation and transcribe notes;
  4. Encode correspondence, reports and other documents;
  5. Prepare clerical reports and maintains office files and records;
  6. Transmit and follow-up orders and request of the supervisors;
  7. Keep an appointment calendar for the Manager: schedules appointments and reminds his/her appointment;
  8. Perform other related functions.

CASHIERING SERVICES CHIEF A

  1. Supervise staff/personnel within the section;
  2. Monitor and maintain records of the Cash Position of the Agency;
  3. Over-All In-charge of payments of salaries, wages and allowances through Automated Teller Machine (ATM) Payroll system;
  4. Maintain cash book to record receipts of cash advances and disbursement;
  5. Act as alternate Signing Officer for checks, NTA, ADA and BIR remittances to the Bank in accordance with the approved delegated authority;
  6. Prepare office memoranda and communications pertaining to releases of funding checks, disbursements of funds, etc.;
  7. Perform other related functions.

SENIOR INTERNAL CONTROL OFFICER B

  1. Gather data and documents of present systems and procedures of financial management and technical operations;
  2. Undertake the conduct of audit of existing management practices, problems and deficiencies of various organizational units of the agency and prepare report of findings recommendation;
  3. Participate in the conduct of audit inspection and examination of administrative organization of the agency and prepare draft of findings and recommendations;
  4. Draft audit plans for review of immediate supervisor;
  5. Follow-up actions to determine if audit recommendations have been carried out or not and to inquire for the reason s for non-implementation;
  6. Document the existing operating procedures of all organizational units of the agency and proposed revisions and updating of the system work flow;
  7. Undertake fieldwork to review and validate the proposed organization submitted by the project;
  8. Conduct field inventory for the project completion report of phasing out project and submit manual of report of O&M Organizational and Budgetary Requirements;
  9. Perform other related functions.

SUPERVISING PROPERTY OFFICER A

  1. Responsible for the custodianship of equipment, materials and supplies and transshipment of same to various inventory stations in the regions and hold accountability of same;
  2. Conduct/Supervise the annual physical inventories of various warehouses to determine physical existence and usefulness/serviceability of items;
  3. Review monthly reports on supplies  received and issued and disposed properties for submission to Accounting Section for booking-up;
  4. Review the annual inventory reports submitted by different filed offices/projects nationwide; prepare comparative report against previous years; inventory reports;
  5. Review the reports on disposal of non-performing assets in Central Office and Filed Offices; countercheck/validate against the annual inventory reports submitted; render comparative analysis reports;
  6. Perform other related functions.

SENIOR ARTIST ILLUSTRATOR

  1. Make title cards and graphic illustrations such as graphs, art diagrams, etc. from factual data for us in film and slide, documentaries/annual reports;
  2. Design exhibits displays and mobile photo exhibits;
  3. Design trophies, plaques, certificates for use in the central and Regional/Project Offices;
  4. Make research on the latest trend of artworks for publications and other media materials;
  5. Help in the evaluation of work  of other Artist Illustrator and layout artists;
  6. Newspaper scanning;
  7. Design and conceptualization/layout for NIA Publications. ( Annual report, NIA Digest);
  8. Prepare computer graphics materials for filling/printing of NIA publications;
  9. Prepare layout for Ads/Streamers (computer graphics);
  10. Perform other related functions.

CASHIER A

  1. In charge of payments of salaries, wages, allowances of employees and other claims over the counter.
  2. Review disbursement vouchers and its supporting documents for check preparation;
  3. Prepare Report of Disbursement and Statement of Account Current;

DIVISION MANAGER A

  1. Direct formulation of recommendations in determining medium and long term corporate objects;
  2. Direct the preparation of agency’s corporate plan and formulation of corporate strategies;
  3. Design master plan and contingency plan in implementing strategic alternatives;
  4. Undertake policy formulation and review;
  5. Formulate and recommend policies relating to information technology;
  6. Supervise formulation and implementation of the information of the systems plan of the agency;
  7. Supervise the planning and development of computerized information systems and application systems/programs;
  8. Supervise development of the agency’s databases;
  9. Direct preparation of the irrigation program responsive to infrastructure program of the government;
  10. Coordinate with other entities on matters relating to irrigation development and other programs and budget for capital investment;
  11. Perform other related functions.

CORPORATE PLANNING SPECIALIST

  1. Participate in the preparation and updating of the agency’s corporate plan;
  2. Analyze trends in accomplishment and assess the factors that may have positive or negative effects on agency performance;
  3. Review and evaluate sectoral thrusts and strategies; align these strategies with corporate objectives;
  4. Assess internal and external policies, program and factors affecting agency operations; assist in preparing agency’s SWOT analysis;
  5. Prepare and update the long-term indicative irrigation development program; coordinate with other NIA units regarding ongoing and proposed projects;
  6. Establish methodologies for projecting national and regional status of irrigation development, and for projecting rice production; recommend assumptions to be used conduct sensitivity analyses as needed;
  7. Conduct policy studies, review and evaluation; assess current policies and impact of policy changes on the Agency;
  8. Identify key result areas for corporate objectives and determine appropriate performance indicators for identified corporate strategies;
  9. Monitor development policies of the national government and program priorities of international funding institutions; determine effects on the agency’s plans and programs;
  10. Perform other related functions.
