PROJECT EVALUATION OFFICER III

  1. Prepare and update previous year program obligations, cash disbursements, physical and financial accomplishment;
  2. Prepare and update the project profiles;
  3. Prepare and update Medium-Term Public Investment Program (MTPIP), Comprehensive & Integrated Infrastructure Program (CIIP), and Budget Strategy ( BS) for Luzon, Visayas and Mindanao;
  4. Assist and/or represent the Division Manager in Attendance in attendance to National & Corporate Budget Call;
  5. Assist in the formulation of programming guidelines and standard for the preparation of annual budget proposal in conformity with the changing priorities & strategies of the agency and national government;
  6. Prepare the necessary forms and power point presentation in the sectoral consultative meetings and workshops;
  7. Evaluate submitted project budget proposal in relation to conformity with the objectives, strategies, goals and thrusts of the agency and national government and budget ceiling set by DBM;
  8. Prepare DBM and BP forms with justifications per project for the proposed funding requirements;
  9. Supervise the preparation of list of sub-project by congressional district, by province and by region;
  10. Prepare briefing materials and power point presentation for DA, DBM, and House of Representatives and Senate;
  11. Prepare data and necessary documents needed for meetings, conferences, workshops, congressional queries, etc;
  12. Assist in the preparation of quarterly work and financial plan and agency performance measures;
  13. Prepare request for fund realignment and additional budget;
  14. Attend meetings, conferences, workshops, seminars, etc;
  15. Perform other related functions.

DATA ANALYST – CONTROLLER

  1. Create and maintain control database files to ensure their completeness, confidentiality, accuracy and timeliness at the office of the administrator;
  2. Establish and coordinate with the Central and Field offices on database build-up, sharing and updating;
  3. Prepare & update the information network (hardware and software) at the office of the administrator;
  4. Analyze and design statistical forms for the consistent and accurate gathering of statistical data;
  5. Perform other related functions.

DIVISION MANAGER A

  • Supervise and coordinate the technical and administrative functions of the division;
  • Review the updated design and criteria, guidelines and procedures for dissemination to Region, Project and Field offices;
  • Plan and direct the review of detailed design prepared by consultants for irrigation projects; complete design of the rehabilitation of irrigation systems structures;  irrigation networks, layouts, canal designs, design of canal structures, small diversion dams, etc. submitted by field offices;
  • Supervise all activities pertaining to pre-qualification of bidders and analysis of bids for recommendation/submittal to domestic and international bidding committees;
  • Perform other related functions.

PRINCIPAL ENGINEER A

  • Plan and coordinate  field inspections to implement the proper operation and preventive maintenance activities and determine compliance to  established rules and regulations on equipment management, directives and memoranda, and recommend  appropriate solutions for problems discovered in such inspection;
  • Supervise the  evaluation of monthly preventive maintenance inspection reports and  make  appropriate action  to facilitate repair or maintenance of equipment;
  • Supervise the technical inspection of all equipment, machineries, tools, spare parts and job orders delivered to the central office to determine the quality and conformity  to specifications before acceptance;
  • Review and analyze inspection reports of contractors equipment  in  connection  with the prequalification of  contractors for NIA projects;
  • Formulate guidelines and standards  for proper disposal of unserviceable equipments  and  recommend for approval and implementation;
  • Review and control budget allocation of every regional depot and keep an updated records of each regular releases and expenses through SAA and RIVs;
  • Review and analyze inspection report on equipment recommended for disposal;
  • Review request for cash release to support equipment repair;
  • Review preparation of equipment periodic reports required by NIA and other government agency;
  • Review requisition of spare parts and supplies including job orders for repair of all NIA construction equipment;
  • Perform other related functions.

PRINCIPAL ENGINEER A

  • Plan, direct and supervise the procurement of civil works and supply contracts through international competitive and domestic biddings, from advertisement to prequalification/eligibility, evaluation of prospective bidders, preparation of bidding documents, technical specifications and supplemental notices, holding of site inspection, equipment verification, pre-bidding conferences, opening of bids, issuance of notice of award and preparation of contract;
  • Coordinate with Construction Management Division and other concerned offices regarding problems encountered during construction and revision of take off quantities or contract specifications;
  • Monitor of progress of civil works and supply contracts awarded as well as scheduled for bidding;
  • Conduct inventory of remaining works in case of recession or termination of contracts;
  • Perform other related functions.

SENIOR ENGINEER A

  • Assist in the review of reconnaissance and feasibility grade designs, layouts and quantity & cost estimates of all appurtenant structures;
  • Undertake field evaluation of proposed project sites including sources of construction materials.
  • Check the derivation of unit cost and power benefit, the listings of equipment needed in the construction of the proposed projects including operation and maintenance cost;
  • Review drafts of plans and estimates to form part of feasibility report;
  • Perform other related functions.

SENIOR INTERNAL CONTROL OFFICER A

  1. Prepare annual goals, objectives and performance targets of the organization and management auditing unit and submit for review and evaluation;
  2. Plan the conduct of audit of existing management practices, problems, deficiencies and other records relative to organization, systems and procedure of various organizational units of the agency and analyze the application in the present situation;
  3. Lead the conduct of audit inspection and examination of administrative organization of the agency and submit recommendations;
  4. Review and evaluate agency organizational structures, staffing, administrative systems and procedures and other relevant information to determine its internal audit needs and objectives;
  5. Review findings and recommendations of audit team for completeness and conformance to audit plan, standards and guidelines; discuss the audit results with auditees before the draft of the report is finalized;
  6. Follow-up actions to determine if audit recommendations have been carried out or not and to inquire for the reasons for non-implementation;
  7. Perform other related functions.

SENIOR INTERNAL CONTROL OFFICER B

  1. Undertake the conduct of audit of existing management practices, problems and deficiencies of various organizational units of the agency and prepare report of findings and recommendations;
  2. Participate in the conduct of audit inspection and examination of administrative organization of the agency and prepare of findings and recommendations;
  3. Draft audit plans for review of immediate supervisor;
  4. Follow-up actions to determine if audit recommendations have been carried out or not and to inquire for the reasons for non-implementation;
  5. Audit the existing operating procedures of all organizational units of the agency and proposed revisions and updating of the systems work flow;
  6. Perform other related functions.

INDUSTRIAL RELATIONS MANAGEMENT ASSISTANT A

  1. Undertake preliminary screening and evaluation of  claim for benefits;
  2. Verify  proposed claims on benefits if in accordance with existing rules and regulations;
  3. Process claim for benefits;
  4. Maintain index of all forms of claims on benefits and personnel statistics on benefits;
  5. Prepare reports on claim for benefits for review of IRM Officer;
  6. Prepare non-routine communications;
  7. Prepare reports on claim for benefits for review of IRM Officer;
  8. Tabulate/compile reports submitted by field offices;
  9. Perform other related functions.

SENIOR LABORATORY TECHNICIAN

  1. Carryout specimen gathering and analysis of rocks, gravel, sand and soil from pre-identified quarry sites to determine their suitability as fill materials and concrete ingredients for irrigation facilities and structures;
  2. Perform calibration and maintenance works in appropriate frequency for soil and water laboratory apparatus and materials testing equipment to ensure long-term functionality and accuracy of such resources;
  3. Prepare data- and literature-loaded reports of completed testing of construction materials and analysis  of soil and water samples substantiated with bulleted step-to-step procedure, simplistic interpretations of findings and unambiguous conclusions;
  4. Undertake tutorial and assessment visitations in technology generation and demonstration farms including validation of implementation status and gathering of implementation constraints for resolution;
  5. Ensure suitable and adequate material inputs (viz., specimens and reagents) for use in laboratory testing of aggregates and analysis of soil and water in support to feasibility study and research program execution;
  6. Perform other related functions.
