Undertake maintenance and repair works, to avoid interruptions, for the communications facilities and computer systems of the dam and reservoir complexes, flood and weather forecasting stations, and field, project and central offices;
Maintain complete and functional tools in every main responsibility center and facility station for ready use in routine calibration, repair, maintenance and testing of communications facilities including photocopying, security and computer systems;
Prepare maintenance and repair rules for electronic equipment for observance by concerned staff in dam and reservoir complexes, flood and weather forecasting stations, field, project and central offices, and database development centers;
Orient counterpart and concerned staff in dam and reservoir complexes, field, project and central offices, flood and weather forecasting stations, data processing centers, and pumping plants on routine maintenance practices for electronic equipment;
Perform inspection and installation jobs for communications equipment acquired by the Agency including allied equipment like personal computers, photocopying machines, security cameras, facsimile machines and audio-visual gadgets;
Receive and record correspondence, notes and other pertinent papers and keep official and confidential files;
Keep daily records of schedules of official appointments, meetings and other activities of the ED manager;
Take note/dictation and transcribe official as well as private communication and help in the preparation of speeches or message as directed or dictated;
Arrange interviews, receive visitors and callers;
Take care of transmittal of all requests/documents made to or thru the ED manager;
Plan and direct recruitment, selection and placement of applicants to appropriate position that will fit their qualification;
Participate in the administration of revised policies in personnel mechanisms relative to the functions of the section;
Conduct research, special study or survey designed to improve existing compensation;
Supervise the preparation and maintenance of plantilla of personnel and statistics on personnel strength HR profile / inventory;
Coordinate with the DBM, CSC, Office of the President, CES Board and IUG corporations relative to the concerns of the section;
Review documents on promotion, transfer and deployment;
Supervise the processing of salary adjustments due to length of service, across-the- board increases, etc.;
Supervise / review / check the preparation of communications / memoranda / office circulars / replies to various queries which involve interpretation of laws, rules and regulations;
Guide / advise lower-level personnel on more effective methods and techniques in personnel transaction works;
Review interpretation of applicable rules, regulations and opinions regarding personnel; on matters such as those involving appointment, promotion, protest, and other related works;
Review initial evaluation / analysis conducted on the appointment, promotion, transfer, deployment, protest, complaints, queries, etc.;
Prepare reports, memoranda and official communications of complicated nature involving research and interpretation of procedures and guidelines;
Conduct survey, study, research for basis of formulating policies, as well as to improve current personnel trends;
Review personnel policies and programs, flow charts, standard operating procedures and preparation of handouts / lectures / materials / manuals;
Initiate the study of existing policies, rules and regulations governing lease and/or use of construction equipment for possible amendments and recommend approval for implementation;
Disseminate to regional field offices and projects approved authority on lease of NIA construction equipment;
Supervise the conduct of periodic review of existing equipment rental rates and recommend revisions when necessary, supervise preparation of proposed rental rates for new type of equipment;
Check and evaluate equipment requirements of proposed projects and determine capacity and quantity of equipment required;
Supervise the evaluation of annual budget for acquisition, replacement, maintenance and repair of all construction equipment and vehicles in regional depots and group pools with coordination from the Finance & Administrative Sector;
Supervise the preparation of technical specifications and cost estimates of construction equipment and vehicles including shop equipment tools, spare parts requirement for different projects and systems;
Undertake evaluation of bid proposals for the purchase of construction equipment, vehicles and spare parts;
Undertake checking and reviewing contract documents for the supply and delivery of construction equipment, vehicles and spare parts;
Undertake actual inventory of all equipment in regional field offices and projects;
Evaluate quarterly reports (EM-4Q) on utilization, cost of operation, maintenance and repair of all equipment and vehicles as well as other pertinent reports for management operation information;
Evaluate the evaluation of quarterly reports (EM-12B) on operation, maintenance and repair cost of selected equipment;
Evaluate monthly reports (EM-12C1) on selected equipment utilization and rental generation;
Supervise the gathering, compilation and maintenance of technical documents, manuals, brochures and other references on equipment type, make, model, capacity and capability which are necessary in the preparation of technical specifications;
Check and review the evaluation of equipment utilization reports and analyze overall equipment requirements of irrigation systems and projects;
Formulate mechanics on the conduct of feasibility studies through reconnaissance and preliminary grade survey and investigation, engineering data collection and determination of additional data and activities required for detailed and feasibility grade studies of proposed water resources project;
Evaluate, recommend and finalize the identified and selected potential water resources projects and determine priorities for implementation;
Supervise the review of plans, programs and policies to be adopted for all surveys and mapping works for irrigation project studies as well as for project construction;
Supervise the preparation of program of surveys and mapping activities and all cartographic activities;
Head a geological survey team from the field offices in the conduct of reconnaissance/semi-detailed geologic survey with particular emphasis on the ff:
Mapping of geologic structures such as faults, folds, strike and dip of beads, rock boundaries/contracts and determining the nature of valleys and streams;
Locating favorable sites for dam/reservoir projects and construction materials, determining the existence of springs and possible seepages and collecting rocks/soil samples for permeability/plasticity analysis in the laboratory;
Undertake well site geology including the interpretation of core/drill samples;
Interpret geology from aerial photographs and correlate surface and sub-surface data from geologic maps, sections and core/drill samples;
Advise drillers on the depths of holes and when to continue or stop drilling;
Supervise/participate in the collection of and compilation of available data such as reports/manuscripts, well logs and sub-surface exploration works and prepare plans/programs for the surface and sub-surface geologic investigation works of proposed dam and reservoir projects;
Supervise planning and formulation of schemes for different projects for implementation in accordance with feasibility studies, appraisal report and loan agreements in accordance with the NIA-Project Planning Division and field offices;
Supervise the preparation in coordination with other office unit, the pre-construction requirements of projects to be started and on-going including monitoring of status of civil works and supply contracts except preparation of designs and specifications;
Prepare documents required by lending institutions, NEDA and other government agencies. Maintain liaison with ADB, JBIC, OECF and other foreign lending institutions and various government agencies and attend to all needs in connection hereto;
Attend to the consulting services contract requirements except payments/billing;
Conduct field inspection of on-going as well as completed projects to verify conformance with the adopted implementation plans;
Review and evaluate audit plans of fiscal and operating controls of the agency and supervise special studies and investigations relative to financial and operational matters;
Lead the discussion with internal audit team the conduct of financial and operations audit advice staff on need for changes in scope, objectives, audit procedures and how to resolve audit issues encountered;
Review, discuss and finalize internal audit plans with internal audit staff and submit proposal for recommendation and approval;
Review written internal audit reports and status of audit being conducted; ensure proper review and checking of all disbursements;
Supervises pre-audit of all transactions and ascertain strict compliance and adherence to established policies and procedures;
Train new internal auditors and rate the work performances of audit staff.
