SENIOR AUDIO-VISUAL SYSTEMS TECHNICIAN

  1. Operate film or slide projects, sound systems, tape recorders and other audio-visual equipments;
  2. Take charge of the maintenance and upkeep of all audio-visual equipment;
  3. Assist in the distribution of other information materials prior to or after audio visual showings;
  4. Assist in gathering feedback on audience reaction to audio-visual showings;
  5. Assist in the photo/video coverage documentation of all special events of the agency both the Central and Field Offices;
  6. Prepare blow-up photos for exhibits/displays and distribution of photos in the field offices;
  7. Compile all photos and video clips taken for the week;
  8. Perform other related functions.

SENIOR ENGINEER A

  1. Evaluate Program of Work (POW) submitted by the Regional Managers for repair and improvement of national irrigation systems and recommends revisions when necessary;
  2. Prepare consolidated monthly progress report of all irrigation systems undergoing repair and improvement;
  3. Check, monitor and evaluate monthly accomplishment report of irrigation systems with ongoing repair and improvement against approved Program of Work and recommend measures for systems improvement;
  4. Evaluate and consolidate statistical records of all repair and improvement of national irrigation systems;
  5. Assist in drafting of guidelines and procedures for the proper maintenance, repair, restoration and improvement of national irrigation systems;
  6. Perform other related functions.

ATTORNEY IV (Legal Officer IV)

  1. Prepare contracts, agreement, bid documents and other contracts papers covered into by and between NIA and other private and government agencies and instrumentalities and claims arising there from;
  2. Appear before the courts and other quasi-judicial bodies in the prosecution and/or defense of all cases involving the Agency;
  3. Prepare draft of opinion, memoranda, advice, general agreements and contracts on matters and queries referred for action relative to the various infrastructure and corporate activities of the Agency;
  4. Assist, analyze, evaluate and supply answers and solution to queries regarding administrative offenses as requested by various NIA employees;
  5. Assist the Central and Field Offices in the preparation, review and documentation activities relative to the acquisition of right-of-way and real property disposal;
  6. Monitor compliance and timely submission of vital documents relating to contract agreement;
  7. Evaluate minor contracts and agreements and supporting documents prepared and submitted by field offices (e.g. pacquiao contracts, simple right-of-way agreement, lease agreement, simple donations, etc.);
  8. Perform other related functions.

SUPERVISING ENGINEER A

  1. Conduct detailed review of technical specifications, terms and conditions and other bid documents for all civil works, supply contracts, metal works and construction materials subject to domestic and international public bidding;
  2. Review of bid documents for all civil works, rental and supply contract subject to local minor tendering that are submitted by the different field offices for the approval of Central Office;
  3. Supervise the activities in the preparation of bid documents for civil works and supply contract procured through domestic competitive bidding;
  4. Attend pre-bidding conference and prepare supplemental notices;
  5. Prepare correspondence to different prospective bidder and other government agency and financing institution in relation to specification works;
  6. Conduct field inspection to gather pertinent data needed in the preparation of bidding documents and technical specifications;
  7. Perform other related functions.

SENIOR ENGINEER A

  1. Undertake designs and plans of mechanical/electrical systems of office buildings, dams, appurtenant structures and facilities, pumping stations, steel pipes, valves, substations, and transmission lines;
  2. Prepare technical specifications for bidding of mechanical/electrical works, equipment materials and installations;
  3. Review/check plans of mechanical/electrical equipment for large gates, steel pipes, valves, pumping stations and transmission lines submitted by the contractor;
  4. Conduct technical inspections, commissioning test of miscellaneous mechanical/electrical installations of large gates, steel pipes, valves, pumping stations, substations, transmission lines and dam structures;
  5. Perform other related functions.

SENIOR ENGINEER A

  1. Review studies on various aspect of agricultural development including land improvements, soil and water conservation practices, crop irrigation and drainage requirements, farm mechanization and post harvest facilities in the project area;
  2. Review adequacy and effectiveness of existing agricultural supporting services within the project area and recommend programs for the required agricultural development to support the successful operation of the project;
  3. Review reports on agricultural development and agricultural support services;
  4. Perform other related functions.

DIVISION MANAGER A

  1. Plan, direct and supervise the conduct of pre-implementation and other complimentary activities including planning and scheduling of locally funded and foreign assisted irrigation projects approved and programmed for construction;
  2. Direct and supervise the review of proposed construction schedules and program of works (POW), job order system, cost estimates and procurement schedules for projects ready for implementation or which are presently under constructions;
  3. Supervise the funds programming and recommend releases to projects; review/monitor fund releases and utilization and determine necessity for fund reallocation or realignment as and when needed, and provide inputs for forward budgetary purposes;
  4. Supervise the conduct of project completion activities in coordination with PMOs/RIOs for commissioning /turnover of completed locally funded and foreign assisted projects to Operation Division;
  5. Supervise contract administration for civil and supply contracts whether international or domestic procurement;
  6. Review the updated working policies, standards for material testing and construction control techniques for approval of management and subsequent implementation in the field offices;
  7. Supervise the preparation/documentation in coordination with PMOs/RIOs for subsequent discussion with NEDA ICC regarding revised cost of projects due to changes of project scope and/or revision of plans and essentially on price increases;
  8. Direct and coordinate the monitoring and evaluation of all monthly progress reports and status of construction activities undertaken by field offices, preparation of periodic and consolidated reports on the progress of construction of all irrigation projects;
  9. Perform other related functions.

SUPERVISING ENGINEER A

  1. Check and review the Program of Work (POW) submitted by Regional Managers for the repair and improvement of irrigation systems and recommend revisions when necessary;
  2. Check, evaluate and monitor the consolidated monthly progress report of all irrigation systems undergoing repair and improvement;
  3. Check and monitor accomplishment report and recommend financial requirement if still needed to complete ongoing repair and improvement of national irrigation systems;
  4. Check and consolidate statistical records of all repair and improvement of national irrigation systems;
  5. Evaluate guidelines and procedures for the proper maintenance, repair and improvement of national irrigation systems;
  6. Perform other related functions.

SUPERVISING ELECTRONICS COMMUNICATION SYSTEMS TECHNICIAN

  1. Undertake maintenance and repair works, to avoid interruptions, for the communications facilities and computer systems of the dam and reservoir complexes, flood and weather forecasting stations, and field, project and central offices;
  2. Maintain complete and functional tools in every main responsibility center and facility station for ready use in routine calibration, repair, maintenance and testing of communications facilities including photocopying, security and computer systems;
  3. Prepare maintenance and repair rules for electronic equipment for observance by concerned staff in dam and reservoir complexes, flood and weather forecasting stations, field, project and central offices, and database development centers;
  4. Orient counterpart and concerned staff in dam and reservoir complexes, field, project and central offices, flood and weather forecasting stations, data processing centers, and pumping plants on routine maintenance practices for electronic equipment;
  5. Perform inspection and installation jobs for communications equipment acquired by the Agency including allied equipment like personal computers, photocopying machines, security cameras, facsimile machines and audio-visual gadgets;
  6. Perform other related functions.

DIVISION MANAGER A

  1. Formulate era-wise research and training masterplans with roadmaps and timelines included on irrigation and drainage commodity for the Center consistent with the primary thrusts and goals of the Agency in that particular era;
  2. Initiate primary and collaborative membership with agriculture- and environment-base local research consortia and international research networks as opportunity for sharing and expanding databases and resources;
  3. Draw technical and financial support of concerned private companies besides government institutions and donor international agencies in the implementation of research and training programs in irrigation and drainage;
  4. Establish design and rehabilitation principles with modernization considerations for assemblage into models for reference in endeavours to realize vision for robust functionality and optimal performance of irrigation and drainage systems;
  5. Setup operations and management standards with assessment parameters and thresholds shown for development into manuals on the protection and maintenance of operational sustainability, efficiency and safety of irrigation and drainage system;
  6. Perform other related functions.
