Plan and direct the formulation and implementation of the agency’s information and communication technology plan;
Organize and control resources to provide efficient and effective information and communication technology services;
Direct the development of the agency information/database and other information as required;
Manage databases for information/monitoring and reporting, management decision-making, research and other purposes;
Review, update and recommend computerization proposals;
Plan and direct the implementation of the agency’s databases and website;
Formulate policies on computerized systems designs and standards to effectively meet the objectives of computerization;
Ensure that the agency’s connection to Philippine Long Distance Telecommunication (PLDT) and Integrated Government Network (I-Gov) are uninterrupted and secured;
Formulate policies on information and communication technology resources acquisition, operation and maintenance of operational computerized systems and users training;
Formulate and direct implementation of plans and standards to improve network and facilities management and maintenance;
Coordinate with users of information and communication technology and data management services in the organization in order to provide support for the improvement of organizational activities and better utilization of information and communication technology resources;
Recommend training programs for users and operating personnel on network use, database access, intranet and use of developed computerized systems/acquired application packages;
Supervise the administrative functions of the group, including planning, budgeting, purchasing, training, etc;
Heads the agency in the INTRANET policy making, standards identification and information systems strategy formulation and implementation;
Coordinate with the Department of Information and Communication Technology (DICT) on various requirements under the computerization program of the government.
Provide services related to collection of data/information, dissemination, sharing and access to various corporate data/information available in the network;
Receive, review, and control data/information, and documents for input and publication in the intranet;
Sort and identify deficiencies in source documents for data encoding and return to person responsible if needed;
Monitor data/information update of the agency’s intranet content;
Assist in orientation and training of users on the use of the agency’s network and intranet
Review and monitor progress of project evaluation with respect to target schedule, cost estimates and causes adequacy of work force and submit findings;
Conduct periodic field inspection to assess progress of project implementation and verify accuracy of field reports;
Conduct technical inspection of steel fabrication works, construction materials and other mechanical engineering works implemented by NIA including site installation;
Coordinate and assist the monitoring units in the preparation of Project Completion Report;
Assist in the preparation of project profiles and statistical data on irrigation projects;
Assist in the determination of equipment to be retained at project office for operation and maintenance purposes;
Attend to the needs of information-demand agencies relative to the reporting system of NIA;
Formulate, update and recommend policy directions and guidelines on equipment acquisition and utilization, lease and disposal of equipment, tools and spare parts including preparation of equipment O&M Manual, staff development and feedback mechanism on implementation thereof;
Plan and coordinate the conduct of inspection and evaluation of equipment for acquisition, repair and disposal;
Provide technical assistance to field offices relative to the acquisition, technical inspection, rehabilitation, and repair of equipment and the operation and maintenance of light and heavy equipment and service vehicles;
Plan and coordinate all activities relative to the maintenance, repair and disposal of construction equipment;
Direct the preparation of technical specifications and cost estimates of equipment and tools for procurement;
Review and analyze periodic reports covering equipment performance submitted by regional and project offices for appropriate action;
Maintain and update Equipment Management Information System (EMIS);
Plan, direct, supervise and coordinate the technical and administrative activities of the section as follows:
Review of architectural designs and models of buildings, project facilities and resettlement area including renovation/ alteration of office spaces;
Review of program of works, technical specifications, bill of materials and cost estimates of all approved architectural designs;
Design and preparation of plans, presentations and detailed working drawings of architectural works including structural, electrical, sanitary, site planning and landscaping aspect as well as planning, designing and modeling of community and resettlement facilities;
Conduct initial cost estimates of building project and related facilities;
Render final drafting of plans and working drawings of civil works, structural, mechanical, electrical and sanitary facilities including site planning and landscaping works, drawings of irrigation, drainage facilities and related structures based on detailed design notes and sketches of designers;
Render final drafting of topographic and geologic maps, profiles and sections based on survey data and boring logs and reproduction of same to desired scale;
Preparation of letters, reports, routing slips, etc.
Updating of architectural design criteria and drafting standards;
Systematic Filing, monitoring and reproduction of approved plans, and e-file library of plans;
Undertaking of physical and stage arrangement/design on special events of NIA – Central Office
Direct, supervise and evaluate actual field condition of proposed sites and on-going construction of project facilities. Coordinate with Project Engineers to effect realistic planning, design to effect realistic planning and compliance of construction with approved plans with specifications of architectural works as requested.
Undertake technical review in coordination with systems offices and project plans and specifications for construction implementation;
Disseminate to regions and projects the revised and newly adopted policies effecting the authority on lease;
Analyze and evaluate request of transfer and withdrawal of equipment in regional field offices and projects and recommend the equipment needed;
Assist in the preparation of annual budget regarding acquisition, replacement and repair and maintenance of all NIA equipment;
Render technical assistance in the evaluation of bids;
Compile and maintain list of all existing NIA equipment from all regions and projects for database, equipment management information system;
Consolidate and maintain technical references, brochures, catalogues;
Evaluate and compile Monthly Equipment Utilization Report (MEUR) for equipment distribution of NIA as to equipment needs;
Assist in the conduct of actual inventory of all equipment in regional field offices and projects;
Assist in the evaluation of quarterly reports (EM-4Q) on utilization, cost of operation, maintenance and repair of all equipment and vehicles as well as other pertinent reports for management operation information;
Assist in the evaluation of quarterly reports (EM-12B) on operation, maintenance and repair cost of selected equipment;
Assist in the evaluation of monthly reports (EM-12CI) on selected equipment utilization and rental generation;
Participate in the conduct of inventory of equipment for completed projects;
