DENTIST IV

  1. Conduct dental examination of employees and determine their physical fitness for work;
  2. Coordinate with the Medical Officer VI regarding hypertensive and allergy cases;
  3. Give dental consultation and treat dental ailments of employees like tooth cleaning; and filling; tooth extraction and prophylaxis;
  4. Give dental prescription to dental patients as needed and orient patients on do’s and don’ts after tooth extraction;
  5. Perform simple surgical intervention on dental patients;
  6. Make requisition for dental equipment and medicines needed in the clinic;
  7. Perform other related functions.

SENIOR ENGINEER A

  1. Prepare quarterly report on O&M of NIS for database management information system;
  2. Analyze progress of O&M activities (target vs. actual) of NIS and pinpoint deficiencies/discrepancies and recommend measures for improvement if necessary;
  3. Assist in the conduct of periodic field inspection to verify progress of O&M activities and recommend solutions to problems encountered;
  4. Collate and consolidate vital information from O&M Report of NIA to be publish in the Annual Report;
  5. Evaluate monthly O&M reports and prepare draft of memorandum to the Head of Operation and Maintenance of irrigation systems calling their attention on the discrepancies/deficiencies noted in the submitted reports;
  6. Evaluate irrigation efficiency of NIS considering water requirements, irrigation losses, methods of water distribution and utilization of rainfall;
  7. Perform other related functions.

CORPORATE PLANNING CHIEF

  1. Prepare and update the agency’s corporate plan;
  2. Prepare and update the corporate performance appraisal;
  3. Coordinate with sectors in the formulation and review of thrusts and strategies; supervise the consolidation, integration and alignment of these strategies with corporate objectives;
  4. Identify challenges faced by the agency; determines agency’s strengths, weaknesses, opportunities and threats (SWOT);
  5. Supervise the preparation and updating of the long-term indicative irrigation development program;
  6. Supervise the assessment of impact of indicative irrigation targets on the national and regional status of irrigation development, and on the country’s food production program;
  7. Prepare policy, position and issue papers; supervise the review and evaluation of policies proposed by other NIA units;
  8. Review key result areas and performance indicators in relation to corporate mandate, objectives, thrusts and strategies; review criteria for evaluation of corporate performance;
  9. Monitor development goals and policies relative to irrigation and determine possible effects on the agency;
  10. Perform other related functions.

PROJECT EVALUATION OFFICER IV

  1. Review the preparation and updating of Medium-Term Public Investment Program (MTPIP), Comprehensive & Integrated Infrastructure Program (CIIP), and Budget Strategy (BS);
  2. Formulate/update the programming guidelines and standards for the preparation of annual budget proposal in conformity with the changing priorities & strategies of the agency and national government;
  3. Review the preparation of previous year program allotment, obligations, physical accomplishment of projects included in the proposal of annual funding;
  4. Review the consolidated annual irrigation program together with their physical and financial requirement;
  5. Supervise the preparation, revisions and updating of budget proposal forms, briefing materials and various documents including justifications of projects included in the proposed annual capital outlay program;
  6. Review the preparation of the quarterly work and financial plan and agency performance measures based on approved GAA; request alignment of funds and additional budget including justifications of projects in the approved GAA;
  7. Assist the Division Manager in hearings, meetings in relation to Planning and Annual Budget Proposal conducted by DA, DBM and Congress;
  8. Perform other related functions.

SENIOR ARTIST ILLUSTRATOR

  1. Make title cards and graphic illustrations such as graphs, art diagrams, etc. from Factual data for use in film and slide, documentaries/annual reports;
  2. Design exhibits displays and mobile photo exhibits;
  3. Design trophies, plaques, certificates for use in the Central and Regional/Project Offices;
  4. Make research on the latest trend of artworks for publications and other media materials;
  5. Help in the evaluation of work of other Artist Illustrators and layout artists;
  6. Newspaper scanning;
  7. Design and conceptualization/layout for NIA Publications. (Annual report, NIA Digest);
  8. Prepare computer graphics materials for filing/printing of NIA publications;
  9. Prepare layout for Ads/Streamers (computer graphics);
  10. Perform other related functions.

SECRETARY A

  1. Arrange official appointment of the Manager;
  2. Interview and screen callers and visitors;
  3. Take dictation and transcribe notes;
  4. Encode correspondence, reports and other documents;
  5. Prepare clerical reports and maintains office files and records;
  6. Transmit and follow-up orders and request of the supervisors;
  7. Keep an appointment calendar for the Manager: schedules appointments and reminds his/her appointment;
  8. Perform other related functions.

SUPERVISING SUPPLY OFFICER

  1. Review/Evaluate/Consolidate the annual procurement plans of various operating units of Central Office and Field Offices and C.O. based Special Projects for effective materials programming and bulk purchase schedules;
  2. Prepare reports on periodic materials forecast based on statistical and economic trends;
  3. Study, evaluate and analyze bids or offers of technical and complex requirement of the agency and recommends the bid considered most advantageous to the agency;
  4. Evaluate requests for price adjustment, extension of delivery period, amendments and other changes in the original contract;
  5. Perform other related functions.

PROCUREMENT SERVICES CHIEF

  1. Implement the plans, programs, policies, guidelines and procedures pertaining to procurement of materials, supplies, equipment, spare parts and contract services, and monitor implementation;
  2. Supervise the corporate-wide procurement in accordance with established rules and regulations;
  3. Conduct periodic review and evaluation of purchasing systems and design and formulate/develop policies in order to simplify procedures on the procurement of goods and services;
  4. Perform other related functions.

HUMAN RESOURCES MANAGEMENT OFFICER IV

  1. Plan and direct activities involving training and career development of personnel;
  2. Participate in the administration of revised policies in personnel mechanisms relative to the functions of the section;
  3. Conduct research, special study or survey designed to improve existing employee training and career development;
  4. Supervise/review/check the preparation of communications/memoranda/office circulars/ replies to various queries which involve interpretation of laws, rules and regulations on employee training and career development;
  5. Direct the processing of both local and foreign trainings of employees;
  6. Coordinate with TESDA, JICA, KOICA for foreign trainings and CSC/CSI and DAP, etc. for sponsorship or for a training fee depending on the needs of the Agency;
  7. Review personnel policies and programs, flow charts, standard operating procedures and direct preparations of handouts/lecture materials/manuals on training and career development;
  8. Perform other related functions.

SENIOR INDUSTRIAL RELATIONS MANAGEMENT OFFICER A

  1. Guide / advise and supervise lower-level personnel on more effective methods and techniques in personnel transaction works;
  2. Review interpretation of applicable rules, regulations and opinions regarding personnel; and provide suggestion on courses of action to be taken on matters such as those involving appointment, promotion, protest, and other related works;
  3. Review initial evaluation / analysis conducted on the appointment, promotion, transfer, deployment, protest, complaints, queries, etc.;
  4. Prepare reports, memoranda and official communications of complicated nature involving research and interpretation of procedures and guidelines;
  5. Conduct survey, study, research for basis of formulating policies, as well as to improve current personnel trends;
  6. Review personnel policies and programs, flow charts, standard operating procedures and preparation of handouts / lectures / materials / manuals;
  7. Perform other related functions.
