COMMUNITY DEVELOPMENT OFFICER II

  1. Prepare strategy and training materials on the agro-socio-economic aspects of the formation and development of irrigators associations;
  2. Prepare evaluation materials on the agro-socio-economic aspects of the viability and functionality of irrigator’s organizations;
  3. Check, analyze and validate the result of evaluation of the agro-socio-economic     aspects on the formation and development of irrigator’s organizations.

SENIOR INDUSTRIAL RELATIONS DEVELOPMENT OFFICER A

  1. Guide/advise lower-level personnel on more effective methods and techniques in personnel transaction works in relation to training and career development;
  2. Review interpretation of applicable rules, regulations and opinions regarding personnel on matters involving training and career development;
  3. Review evaluation / analysis on candidates’ qualifications for training;
  4. Prepare reports, memoranda and official communications of complicated nature involving research and interpretation of procedures and guidelines on training and career development;
  5. Conduct survey, study, research for basis of formulating policies, as well as to improve current trends on training and career development;
  6. Review policies and programs, flow charts, standard operating procedures and of handouts/lectures/materials/manuals on training and career development;
  7. Perform other related functions.

DATA ENCODER

  1. Encode memoranda, letters, matrices, annual physical & financial reports, and updating of project profiles.
  2. Operate multi-media, laptop and overhead projector during presentations and budget hearings.
  3. Deliver letters, memorandums, and reports to various NIA departments and other government offices
  4. Perform other related functions.

SENIOR ENGINEER A

  1. Review and monitor progress of project evaluation with respect to target  schedule, cost estimates and causes adequacy of work force and submit findings;
  2. Conduct periodic field inspection to assess progress of project implementation and verify accuracy of field reports;
  3. Conduct technical inspection of steel fabrication works, construction materials and other mechanical engineering works implemented by NIA including site installation;
  4. Coordinate and assist the monitoring units in the preparation of Project Completion Report;
  5. Assist in the preparation of project profiles and statistical data on irrigation projects;
  6. Assist in the determination of equipment to be retained at project office for operation and maintenance purposes;
  7. Attend to the needs of information-demand agencies relative to the reporting system of NIA;
  8. Perform other related functions.

PROPERTY OFFICER A

  1. Conduct/Monitor the disposal of non- performing assets in C.O. and F.Os;
  2. Prepare all necessary documents regarding the appraisal and auction of all non-performing assets of NIA (office equipment/furniture and fixtures and scraps ); Prepare transmittal/submit to the Appraisal Committee for approval of theoretical appraised value (EMD, CD and Property);
  3. Prepare/Submit to COA the I &I Report and Waste Material Report for inspection and appraisal;
  4. Prepare notice of auction sale for publication/posting to website & three leading newspapers or posting to three different places/offices/agencies within the vicinity;
  5. Prepare/Submit report of properties sold to public auction to General Accounting Division for dropping from the Books  of Accounts;
  6. Monitor/Consolidate the annuals inventory reports of properties submitted by all NIA field offices/projects;
  7. Monitor/Consolidate the inventory and inspection report of unserviceable properties prepare/submit comparative analysis reports;
  8. Perform other related functions.

CHIEF SECURITY OFFICER

  1. Supervise and monitor all civil security services and activities;
  2. Review and propose posting schedule for approval of the Department Manager;
  3. Conduct investigations on major problems on security matters;
  4. Call meetings / conferences with the owner security agency and discuss matters on security services and problems encountered;
  5. Submit monthly report to the Administrator in coordination with the Manager of the Administrative Department;
  6. Submit immediate report to the Administrator in coordination with the Manager of the Administrative Department all major cases that needs immediate and appropriate actions;
  7. Proposed penalties / sanctions per Memorandum of Agreement / Contract for the approval of the Administrator and implement such penalties / sanctions;
  8. Protect at all times officers and employees, including all NIA properties within the office compound and see to it that everything is in order;
  9. Implement all rules and regulations on security of employees and properties;
  10. Perform other related functions.

SUPERVISING SUPPLY OFFICER

  1. Review/Evaluate/Consolidate the annual procurement plans of various operating units of Central Office and Field Offices and C.O. based Special Projects for effective materials programming and bulk purchase schedules;
  2. Prepare reports on periodic materials forecast based on statistical and economic trends;
  3. Study, evaluate and analyze bids or offers of technical and complex requirement of the agency and recommends the bid considered most advantageous to the agency;
  4. Evaluate requests for price adjustment, extension of delivery period, amendments and other changes in the original contract;
  5. Perform other related functions.

DATA ENCODER

  1. Maintain log book/Record all documents coming in and out of the Division;
  2. Encode reports, letters and other communications pertaining property and procurement matters;
  3. Follow-up status of reports, letters, requests and other communications for approval, signature and other actions needed;
  4. File all communications, circulars, issuances and other prepared and received by the Division;
  5. Handle/Prepare the materials procurement requirement, records and control of office supplies and equipment of the Division;
  6. Receive phone calls;
  7. Perform other related functions.

UTILITY WORKER A

  1. Maintain the cleanliness of the whole department;
  2. Put on and off all lights before and after office hours;
  3. Throw garbage in the dumping area for the department;
  4. Assist in records disposal in bundling records for disposal;
  5. Do errands for the department;
  6. Perform other duties that are assigned from time to time.

WATERSHED MANAGEMENT SPECIALIST

  1. Plan, organize and coordinate the collection , evaluation and analyses of updated data on socio-economics, land use, soils, water and other relevant information to assess irrigation watershed resources and problems related to watershed management;
  2. Review relevant information/data to identify and prioritize  critical areas in watershed that requires immediate protection and rehabilitation;
  3. Collaborate with other government agencies/offices on any similar programs in the identified critical areas including those affected by upland degradation for effective watershed management planning and implementation;
  4. Provide technical assistance in the formulation and implementation of plans and programs for the rehabilitation and protection of the watersheds supporting irrigation facilities;
  5. Participate in environmental compliance monitoring and auditing of irrigation development projects particularly in watershed management concerns;
  6. Participate in the review and development of corporate environmental policy in order to integrate concerns on watershed management and protection; and
  7. Perform other related functions.
