Undertake technology generation and demonstration research on water, soil and plant management focusing on the thrust for improving sustainability, efficiency and productivity in the use of such resources under irrigated agriculture;Review all architectural designs and plans submitted by project and field offices;
Conduct reconnaissance and walkthrough surveys in service areas including outlying upstream areas to explore potential augmentative surface and re-use water streams for development to increase irrigation performance and services;
Develop water allocation and application schemes that would result in reduced water input, increased crop yield, reduced production cost, soil biota resurgence, rejuvenated soil condition and simpler water management;
Prepare statistical and narrative profiles of conventional and ingenious farming systems under rainfed and irrigated ecosystems as references in developing research methodologies and operations practices;
Organize Wednesday and special seminars to serve as forums for the critiquing and heralding research findings and recent technologies on water management, and irrigation and drainage operations and management;
Draft audit plans of fiscal and operating controls of the agency and submit report of special studies relative to financial and operational matters for review of immediate supervisor
Lead an internal audit team in the conduct of financial and operations audit; assign and clarify work assignments of members of audit team; discuss internal audit scope and objectives with affected agency personnel prior to the conduct of audit;
Participate in the preparation of audit work programs, carry out and implement audit work programs; examine various records of receipts and disbursements to determine legality, propriety and conformity to auditing requirements;
Conduct investigations of anomalies discovered in audits and submit reports and recommendations on investigations completed;
Conduct special audits as assigned and discuss with management the report of findings and recommend measures for correction;
Review findings and recommendations of audit team for completeness and conformance to audit plan, standards and guidelines; discuss audit results with auditees before the draft of the report is finalized;
Follow-up actions to determine if audit recommendations have been carried out or not and to the reasons for non-implementation;
Review proposals for the conduct of training seminars and workshop to enhance the capability level of performance of the internal audit staff and strengthen the auditing system of the agency;
Plan, direct and supervise the activities of the section in the evaluation of design data and review of detailed designs and construction drawings;
Evaluate formulated alternative design schemes and interact with other divisions and department chiefs regarding final scheme to be adopted for final designs;
Review designs, conceptual drawings, consideration and criteria used in specific project submitted by Region/project offices and prepare comments and recommendations;
Conduct field inspection as may be necessary to facilitate design of proposed irrigation and drainage facilities, institute and/or recommend for approval, remedial measures for rehabilitation of existing structures found to be effective during the inspection; and
Coordinate and undertake the review/preparation of designs, presentations, plans and detailed working drawings of architectural works for building-related facilities including structural, electrical, sanitary, site planning and landscaping aspect (based on the design and calculation of concerned engineers/designers);
Review all architectural designs and plans submitted by project and field offices;
Undertake the planning, designing and modelling of community and resettlement facilities;
Undertake the review and evaluation of assigned building facilities and architectural design for approval;
Undertake the review of program of works and technical specifications, bill of materials and cost estimates of all approved architectural designs;
Conduct field inspection and evaluate actual field condition to effect realistic planning and compliance of construction with approved plans and specifications of architectural works;
Undertake evaluation and back to office reports;
Undertake the initial estimate for the Bill of Quantities upon request;
Supervise presentations, design and construction of decorations on stage for NIA Celebrations;
Update architectural design criteria and drafting standards;
Undertake systematic filing and reproduction of approved plans;
Direct the development and implementation of information/application systems;
Review and recommend policies on computer system design and specifications;
Review and recommend systems procedures that can be streamlined thru the use of computer;
Review and recommend improvements on computerized systems for effective and efficient computer utilization;
Formulate and implement information systems and data files security measures to safeguard the integrity and reliability of operational information systems;
Supervise the development of the agency’s information system applications;
Coordinate with other departments/offices on information and communication technology related activities;
Supervise training of users and operating personnel on database access and use of developed computerized systems/acquired application packages;
Prepare and implement information system development project activities and schedules;
Develop and test program logic, codes, documents, and prepare complex application program for computer operation;
Code and develop maintenance programs, modification of existing programs, system applications including management information needed and programs to create special reports and file extracts programs using generalized access routines.
Assist in running and maintenance of operational computerized systems;
Assist in training and orientation of users on the use of the developed systems and acquired software;
Prepare software documentation, user’s guide and manuals of developed systems;
Conduct training courses on developed information systems or acquired systems;
Prepare contracts, agreements, bid documents and other contract papers entered into by and between NIA and other private and government agencies and instrumentalities and claims arising therefrom;
Appear before the courts and other quasi-judicial bodies in the prosecution and/or defense of all cases involving the Agency;
Prepare draft of opinion, memoranda, advice, general agreements and contracts on matters and queries referred for action relative to the various infrastructure and corporate activities of the Agency;
Assist analyze, evaluate and supply answers and solutions to queries regarding administrative offenses as requested by various NIA offices;
Assist the Central and Field Offices in the preparation, review and documentation activities relative to the acquisition of right-of-way and real properties, and disposal;
Monitor compliance and timely submission of vital documents relating to contract agreement ;
Evaluate minor contracts and agreements and supporting documents prepared and submitted by field offices (e.g pacquiao contracts, simple right-of-way agreement, lease agreement, simple donations, etc.);
