SENIOR ENGINEER A

  • Prepare quarterly report on O & M of NIS for database management information system;
  • Analyze progress of O & M activities (target vs actual) of NIS and pinpoint deficiencies/discrepancies and recommend measures for improvement if necessary;
  • Assist in the conduct of periodic field inspection to verify progress of O & M activities and recommend solutions to problems encoountered;
  • Collate and consolidate vital information from O & M Report of NIA to be publish in the Annual Report;
  • Evaluate monthly O & M reports and prepare draft of memorandum to the Head of Operation and Maintenance of irrigation systems calling their attention on the discrepancies/deficiencies noted in the submitted report;
  • Evaluate irrigation efficiency of NIS considering water requierment, irrigation losses, methods of water distribution and utilization of rainfall; and
  • Perform other related functions.

DATA ENCODER

  • Encode reports,  correspondences, messages and  memoranda;
  • Receive and record official  documents  and check  completeness of  attachments and enclosures;
  • Prepare  administrative  reports and submit routine correspondences  and  documents to respective  offices;
  • Maintain office files and  records;
  • Facilitate  request for reproduction  of  copies of correspondences,  reports and other documents, and certify  the same upon  request;
  • Assist  in the preparation of multimedia presentations during  meetings and  conferences; and
  • Perform other related functions.

SENIOR ENGINEER A

  • Review project estimates and government estimates for contract works;
  • Prepare government estimates for major contract works;
  • Attend pre-bidding conference for proposed contract works;
  • Review unit cost derivation for extra work orders and supplemental contract submitted by field offices.
  • Review unit cost derivation for all local minor contract as well as forced account works submitted by field offices;
  • Update Estimating Manuals; and
  • Perform other related functions.

SECRETARY A

  • Arrange schedules and keep calendar of official appointment for the Manager, and reminds schedules of appointment;
  • Take dictations and transcribe notes;
  • Encode reports, correspondences, messages and memoranda;
  • Receive and transmit messages and answer routine correspondences independently;
  • Interview and screen callers and visitors;
  • Maintain office files and records;
  • Perform clerical works, orders and requests from supervisors;
  • Perform other related functions.

SENIOR ENGINEER A

  • Assist in the conduct field inspection on construction equipment to assess compliance with existing  rules  and regulations on equipment operation and preventive maintenance  and submit findings and recommendation;
  • Conduct field inspection  to check and verify the actual status of equipment under repair;
  • Analyze and evaluate preventive maintenance inspection reports submitted by field offices, and recommend measures to facilitate or improve the maintenance of equipment;
  • Conduct technical inspection or test of newly delivered equipment, machinery, spare parts and tools delivered to the central office to determine conformity with specifications and prepare the corresponding inspection report (international bidding);
  • Undertake inspection of equipment of contractors in connection with the post qualification of bidders;
  • Prepare  and propose  policies regarding technical inspections, disposal of construction equipments, transport and allied equipments, tools and spare parts;
  • Inspect/assess/evaluate equipment units recommended for disposal nationwide and prepare corresponding reports in coordination with the field depot staff;
  • Check and inspect equipment reporting system in field offices to determine compliance with the requirements and implementation of directives and memoranda, and check the implementation of the preventive maintenance schedule;
  • Prepare periodic equipment reports required by NIA and other government agencies;
  • Undertake the compilation of technical documents, manuals, brochures and other references on equipment type, make, model, capacity and capability which are necessary in the preparation of technical specifications;
  • Monitor and update list of sold equipment and income generated;
  • Review and evaluate request of cash release to support equipment repair;
  • Participate in the conduct of annual inventory of equipment at Central Office;
  • Perform other related functions.

DIVISION MANAGER A

  • Direct and supervise the preparation of conceptual models and operational procedures for the formation and development of irrigators’ organization;
  • Direct and supervise the development of the capability of the regional and project staff on the formation, development, sustenance of functionality of irrigators’ organization;
  • Direct and supervise the development and preparation of standards for the evaluation of the viability and functionality of irrigators’ organization;
  • Supervise the preparation of operational guidelines and procedures for the implementation, monitoring and control, and evaluation of assistance program for irrigators’ organization;
  • Supervise the formulation and development of system, procedures and strategies in establishing linkages between and among irrigation beneficiaries/associations and NIA office units including inter-agency coordination to enhance the delivery of assistance programs;
  • Formulate/update frameworks and guidelines for the implementation of agri-institutional development program in compliance with the agency commitments in foreign-assisted irrigation projects; and
  • Perform other related functions.

COMMUNITY DEVELOPMENT OFFICER III

  • Review institutional development plans on the formation, development and functionality sustenance of irrigators’ organizations;
  • Supervise the evaluation of organizational and developmental activities of irrigators’ organization prior to organization/re-organization/strengthening and provide necessary recommendations;
  • Review regional plans and programs on institutional development and prepare plans and programs and monitor institutional development activities relative to the formation, development and sustenance of the functionality, maintenance of irrigators’ organization;
  • Check monitoring feedback on institutional development activities and guidelines on irrigators’ associations; and
  • Perform other related functions. 

COMMUNITY DEVELOPMENT OFFICER III

  • Review institutional development plans on the formation, development and functionality sustenance of irrigators’ organizations;
  • Supervise the evaluation of organizational and developmental activities of irrigators’ organization prior to organization/re-organization/strengthening and provide necessary recommendations;
  • Review regional plans and programs on institutional development and prepare plans and programs and monitor institutional development activities relative to the formation, development and sustenance of the functionality, maintenance of irrigators’ organization;
  • Check monitoring feedback on institutional development activities and guidelines on irrigators’ associations; and
  • Perform other related functions. 

DIVISION MANAGER A

  • Formulate era-wise research and training masterplans with roadmaps and timelines included on irrigation and drainage commodity for the Center consistent with the primary thrusts and goals of the Agency in that particular era;Review all architectural designs and plans submitted by project and field offices;
  • Initiate primary and collaborative membership with agriculture- and environment-base local research consortia and international research networks as opportunity for sharing and expanding databases and resources;
  • Draw technical and financial support of concerned private companies besides government institutions and donor international agencies in the implementation of research and training programs in irrigation and drainage;
  • Establish design and rehabilitation principles with modernization considerations for assemblage into models for reference in endeavours to realize vision for robust functionality and optimal performance of irrigation and drainage systems;
  • Setup operations and management standards with assessment parameters and thresholds shown for development into manuals on the protection and maintenance of operational sustainability, efficiency and safety of irrigation and drainage system;
  • Perform other related functions.

PRINCIPAL ENGINEER A

  • Prepare informational and instructional pamphlets on the design and manipulation of water control, regulating and measuring structures emphasizing setup that would usher in structure-controlled less burdensome water distribution;
  • Gather design and operations specifications complete with working drawings of structures intended to eject sediments that go with incoming canal discharges for inputs to the development and assessment of prototypes;
  • Typify situational and data inputs useful in re-computing irrigation service fee rates aimed at coming up with better values under various operations scenarios and stewardship arrangements in gravity and pump irrigation systems;
  • Devise procedure- and data-laden guidelines for the impact assessment of irrigation rehabilitation focusing on comparing capital expenditures incurred with incremental benefits accrued (in cropping intensity and crop production);
  • Document operations and maintenance practices for reference in crafting arrangements on expanding participation of local government units and irrigators associations in system management considering execution and financing;
  • Perform other related functions.
