HUMAN RESOURCES MANAGEMENT OFFICER IV

  1. Plan direct recruitment, selection and placement of applicants to appropriate position that will fit their qualification;
  2. Participate in the administration of revised policies in personnel mechanisms relative to the functions of the section;
  3. Supervise the preparation and maintenance of plantilla of personnel and statistics on personnel strength HR Profile /Inventory;
  4. Coordinate with DBM, CSC, Office of the President, CES Board and IUG corporations relative to the concerns of the section
  5. Review documents on promotion, transfer and deployment;
  6. Supervise /review /check the preparation of communications /memoranda /office circulars /replies to various queries which involve interpretation of laws, rules and regulations;
  7. Perform other related functions.

SENIOR INDUSTRIAL RELATIONS MANAGEMENT OFFICER A

  1. Guide /Advise lower-level personnel on more effective methods and techniques in personnel transaction works;
  2. Review interpretation of applicable rules, regulations opinions regarding personnel on matters such as those involving appointment, promotion, protest, and other related works;
  3. Review initial evaluation /analysis conducted on the appointment, promotion, transfer, deployment, protest, complaints, queries, etc.;
  4. Prepare reports, memoranda and official communications of complicated nature involving research and interpretation of procedures and guidelines;
  5. Conduct survey, study, research for basis of formulating policies, as well as to improve current personnel trends;
  6. Review personnel policies and programs, flow charts, standard operating procedures and preparation of handouts /lectures /materials /manuals;
  7. Perform other related functions.

SENIOR INDUSTRIAL RELATIONS DEVELOPMENT OFFICER A

  1. Guide/Advise lower-level personnel on more effective methods and techniques in personnel transaction works in relation to training and career development;
  2. Review interpretation of applicable rules, regulations opinions regarding personnel on matters involving training and career development;
  3. Review evaluation/analysis on candidates’ qualifications for training;
  4. Prepare reports, memoranda and official communications of complicated nature involving research and interpretation of procedures and guidelines on training and career development;
  5. Conduct survey, study research for basis of formulating policies, as well as to improve current trends on training and career development;
  6. Review policies and programs, flow charts, standard operating procedures and of handouts/lectures/materials/manuals on training and career development;
  7. Perform other related functions.

DATA ENCODER

  1. Maintain log book /Record all documents coming in and out of the Division;
  2. Encode reports, letters and other communications pertaining property and procurement matters;
  3. Follow-up status of reports, letters, request and other communications for approval, signature and other actions needed;
  4. File all communications, circulars, issuances and other prepared and received by the Division;
  5. Handle/Prepare the materials procurement requirement, records and control of office supplies and equipment of the Division;
  6. Receive phone calls;
  7. Perform other related functions

PRINCIPAL GEOLOGIST A

  • Supervise field activities on engineering geological/geophysical investigation and evaluation as well as planning and programming for irrigation development;
  • Review analysis interpretation and evaluation of engineering geological data to ascertain the soundness of dam foundation and suitability of construction materials;
  • Review engineering geological feasibility reports;
  • Review all geological exploration works undertaken thru contract for adherence to plans, specification and technical provision stipulated in the contract documents; and
  • Perform other related functions.

PRINCIPAL ENGINEER A

  • Supervise the review and evaluation of construction schedules, contractors’ claims, statistical and progress reports submitted by the contractors and field offices and make recommendation, if necessary;
  • Supervise the formulation/updating of guidelines in the processing of contractors’ claims to facilitate payment and monitor same to field offices;
  • Coordinate the delivery of NIA furnished construction logistic requirements;
  • Supervise the preparation of vouchers for the payment of contractors’ accomplishment and other approved claims;
  • Review documents relative to civil works;
  • Conduct periodic inspection of on-going and completed projects to verify conformance with the contract documents; and
  • Perform other related functions.

SUPERVISING ENGINEER A

  • Supervise planning and formulation of schemes for different projects for implementation in accordance with feasibility studies, appraisal report and loan agreements in accordance with the NIA-Project Planning Division and field offices;
  • Supervise the preparation in coordination with other office unit, the pre-construction requirements of projects to be started and on-going including monitoring of status of civil works and supply contracts except preparation of designs and specifications;
  • Prepare documents required by lending institutions, NEDA and other government agencies. Maintain liaison with ADB, JBIC, OECF and other foreign lending institutions and various government agencies and attend to all needs in connection hereto;
  • Attend to the consulting services contract requirements except payments/billing;
  • Conduct field inspection of on-going as well as completed projects to verify conformance with the adopted implementation plans; and
  • Perform other related functions.

DATA ENCODER

  • Encode variety of correspondence, reports, memoranda, etc.;
  • Receive, record official communications/correspondence and check as to completeness of attachments/enclosures;
  • Prepare and submit routine correspondence, documents, etc to pertinent offices;
  • File and maintain records/documents;
  • Follow-up request, reproduce and certify copies of correspondence/documents as per request; and
  • Perform other related functions.

SUPERVISING ENGINEER A

  • Review/evaluate the reports/analysis of data for the proposed irrigation and multi-purpose water resources project;
  • Review/evaluate conceptual plans and preliminary designs and estimates of project cost and benefits;
  • Review program of work and funding requirements for investigation and survey including feasibility study;
  • Identify and recommend priorities of potential irrigation and multi-purpose water resources project;
  • Monitor/evaluate the physical and financial status of on-going feasibility and detailed engineering of proposed projects; and
  • Perform other related functions.

COMMUNITY DEVELOPMENT OFFICER III

  • Review institutional development plans on the formation, development and functionality sustenance of irrigators’ organizations;
  • Supervise the evaluation of organizational and developmental activities of irrigators’ organization prior to organization/re-organization/strengthening and provide necessary recommendations;
  • Review regional plans and programs on institutional development and prepare plans and programs and monitor institutional development activities relative to the formation, development and sustenance of the functionality, maintenance of irrigators’ organization;
  • Check monitoring feedback on institutional development activities and guidelines on irrigators’ associations; and
  • Perform other related functions.
