SENIOR CORPORATE PLANNING ANALYST

  1. Assist in the preparation and updating of the agency’s corporate plan;
  2. Assist in the analyst of data on corporate performance indicators and determine factors that may have affected agency performance;
  3. Undertake preliminary analysis and evaluation of sectoral thrusts and strategies;
  4. Monitor change in internal and external policies, programs and factors affecting agency operations;
  5. Assist in the preparation and updating of the long-term indicative irrigation development program;
  6. Update the projection on national and regional status of irrigation development;
  7. Analyze trends in rice production and yields; monitor development in the rice situation of the country;
  8. Conduct research and analysis on current situation and existing policies;
  9. Assist in identifying and review of key result areas and performance indicators;
  10. Analyze agro-socio-economic trends; determine possible effects on the agency;
  11. Perform other related functions.

UTILITY WORKER A

  1. Reproduce documents and other official papers needed under the Administrator’s Office;
  2. Deliver correspondence, packages, communication and other official documents to various NIA departments and run errand for the office on matters requiring urgent action;
  3. Follow-up /Liaison important documents pending in other offices;
  4. Maintain orderly arrangement of office machines and furniture;
  5. Perform other related functions.

SENIOR INTERNAL CONTROL OFFICER A

  1. Prepare annual goals, objectives and performance targets of the organization and management auditing unit and submit for review and evaluation;
  2. Plan the conduct of audit of existing management practices, problems, deficiencies and other records relative to organization, systems and procedure of various organizational units of the agency and analyze the application in the present situation;
  3. Lead the conduct of audit inspection and examination of administrative organization of the agency and submit recommendations;
  4. Review and evaluate agency organizational structures, staffing, administrative systems and procedures and other relevant information to determine its internal audit needs and objectives;
  5. Review findings and recommendations of audit team for completeness and conformance to audit plan, standards and guidelines; discuss the audit results with auditees before the draft of the report is finalized;
  6. Follow-up actions to determine if audit recommendations have been carried out or not and to inquire for the reasons for non-implementation;
  7. Perform other related functions.

SENIOR CORPORATE ACCOUNTS ANALYST

  1. Verify and analyze proper charges of claims for salaries, allowances, fringe benefits, remittances and other various claims;
  2. Prepare regular and special payroll for monthly personnel;
  3. Prepare disbursement vouchers for funding checks, remittances, cash advances, TL/RG, cash advances, salaries and allowances of monthly personnel;
  4. Prepare Certificate of Availability of Funds;
  5. Prepare NTA/ADA;
  6. Control and monitor Notice of Cash Allocations (NCA);
  7. Prepare Employee’s Certificate of Compensation Payment/Tax Withheld for Payment; Alphabetical List of monthly Employees and various BIR Forms;
  8. Process ASA and prepares JEV;
  9. Perform other related functions.

SENIOR CORPORATE ACCOUNTS ANALYST

  1. Analyze accounts and prepare Central Office Financial Statements;
  2. Analyze journals and post in the Books of Accounts/General Ledger and GL-Sub sheets;
  3. Analyze the following financial transactions, journalize and prepare Journal Entry Vouchers (JEV);
    • Disbursement Vouchers paid by Checks
    • Liquidation of Cash Advances
    • Collection received in Cash
    • Bank Deposits/Remittances
    • Miscellaneous amounts received by the Corporation
    • Adjusting entries
  4. Perform other related functions.

CORPORATE ACCOUNTS ANALYST (Project charge-on need basis)

  1. Prepare Cost Summary Report and Statement of Expenditures of various Foreign Assisted Projects;
  2. Prepare Costing of payrolls, DVs, JEVs and cost sheet for Labor, Materials, Overhead, Equipment, Contract, Right of way, etc.;
  3. Prepare Annual Project Financial Report – GOP portion and consolidated Annual Project Financial Report;
  4. Prepare correspondences on matters relative to project costing;
  5. Perform other related functions.

CORPORATE ACCOUNTS ANALYST (Project charge-on need basis)

  1. Analyze the following financial transactions, journalize and prepare Journal Entry Vouchers (JEV);
    • Disbursement Vouchers paid by Cash
    • ATM payrolls
    • Liquidation of accounts payable
    • Direct payment (non-cash transactions)
    • ADA/NTA/Funding Checks and Fund transfers
    • Notice of Cash Allocations (NCA) received
    • Adjusting entries
  2. Maintain and prepare Subsidiary Legder (SL) for all accounts requiring SL;
  3. Perform other related functions.

CORPORATE ACCOUNTS ANALYST (Project charge-on need basis)

  1. Verify and analyze proper charges of claims for wages and allowances of daily/contractual/job order personnel;
  2. Prepare regular and Special payrolls/ Disbursement Vouchers for wages and allowances of daily/contractual/job order personnel;
  3. Prepare Tax Remittance Advice (TRA) and Various BIR Forms with alphabetical List; Certificate of Creditable Tax Withheld at Source and Alphabetical List of Daily/Contractual Employees;
  4. Prepare certificate of deductions;
  5. Reconcile GSIS remittances against NIA GSIS records;
  6. Index claims;
  7. Perform other related functions.

DIVISION MANAGER A

  • Formulate, update and recommend policy directions and guidelines for the proper operation and maintenance of irrigation systems, dams, reservoirs and their appurtenant structures;
  • Review the evaluated  efficiency of water utilization against available resources for each system; study deviations from programs and make  necessary recommendations;
  • Conduct  field inspection to verify reports and assess actual field conditions; identify causes of sub-standard maintenance or improper operation and recommend measures for improvement;
  • Conduct emergency field inspection for flooded systems, assess extent of damages, systems with on-going repair and improvement, accomplishments compared to approved plans, discuss with project in-charge problems encountered  and recommend measures for systems improvement.
  • Review and  recommend  revisions, updates of  standards, guidelines and procedures for the repair and improvement of damaged existing  structures and facilities  in  all  national  and pump  irrigation systems;
  • Review, evaluate and assign the evaluation of submitted Program of Work (POW), approved plans and financial requirements for repair, rehabilitation and improvement of  existing national irrigation systems and  recommend for approval the evaluated POW to serve as guide in project implementation;
  • Review  the evaluated  accomplishment report on repair and improvement of irrigation projects  against approved plans and programs;
  • Review statistics on repair and improvement work for the preparation of periodic reports and overall plans and programs; and
  • Perform other related functions.

SUPERVISING ENGINEER A

  • Review   existing  policies, guidelines and operating procedures  of  the O&M of  NIS;
  • Analyze and consolidate annual plans, programs and budgetary requirement of NIS;
  • Check and  review notice of operation of partially and/or complete operating projects and Memorandum of Agreement  (MOA) of  contract services on systems or portions thereof to be turned-over to irrigators associations;
  • Evaluate quarterly O&M monitoring reports with impact on  water use; progress in irrigated areas;  financial  expenses  compared with collection; and identify major  problems  that need  immediate  action;
  • Review and analyze O&M statistical data, select and compile vital information for future planning and monitoring purposes;
  • Conduct periodic field inspection to verify the progress of O&M activities and  recommend solutions to problems encountered; and
  • Perform other related functions.
