SENIOR ENGINEER A

  • Prepare bidding documents / contract documents for the proposed civil work contracts, supply contracts and consulting services to be facilitated for procurement upon receipt of approved Request for Bidding (RFB) / Purchase Request (PR);
  • Prepare Technical Specifications for the proposed civil work contracts;
  • Review bidding documents submitted by Field Offices for outsourced projects;
  • Assist the Bids and Awards Committee-A (BAC-A) in the facilitation of meetings, pre-procurement conferences, pre-bidding conferences and bid openings;
  • Assist the Technical Working Group (TWG) in the conduct of bid evaluation of bid out civil work contracts, supply contracts and consulting services; and
  • Perform other related functions.

SUPERVISING DRAFTSMAN

  • Assist to Principal Architect in supervision and preparation of project plans assigned to the section;
  • Coordinate and undertake the preparation of final plans and working drawing of proposed dams, reservoirs, canal and drainage structure, bridges, architectural, mechanical, electrical plans and other civil works based on design notes and sketches thru Autocad Software;
  • Supervise/undertake editing of corrections from all sections of the division (plans, details and working drawings);
  • Supervise and undertake the presentation of charts, graphs, tables, reports, standards and other illustrative drawings;
  • Supervise and undertake the preparation of scaled topographic works and general layout of canal and drainage networks of projects/systems based on survey notes thru Autocad Software;
  • Assist in the updating of drafting standards related to engineering works; and
  • Perform other related functions.

SENIOR ENGINEER A

  • Prepare the individual civil works contract and monthly status reports for the information and guidance of the higher authorities;
  • Evaluate and prepare recommendation on contractor’s claims for payment of periodic accomplishment and price adjustment;
  • Prepare vouchers for payment of contractor’s approval claims;
  • Prepare correspondence in connection with civil works contracts; and
  • Perform other related functions.

DIVISION MANAGER A

  1. Review plans and programs on recruitment, selection, placement, employee welfare and benefits, training and career development, personnel relations, documentation and records;
  2. Plan and direct personnel program on position classification, salary and wage administration, deployment of personnel, incentives and awards, guidance and counselling, merit promotion plans and other personnel matters;
  3. Assist and advise the Department Manager in the development of short and long range plans on personnel management and development programs within the limits of existing laws, rules and regulations;
  4. Leads and participates in the development and administration of plans and programs on incentive awards system and promotion;
  5. Represent the Agency on personnel matters before personnel committees and organizations;
  6. Maintain liaison with CSC, DBM, GSIS and other agencies on personnel matters;
  7. Advise agency officials on aspects of personnel administration, confers with higher; officials on individual or group problems and recommends revision, if necessary;
  8. Participate in the implementation of the NIA Position Classification and Pay Plans, employee benefits and welfare services programs; recommends revisions of such    plans whenever necessary;
  9. Perform other related functions.

PRINCIPAL ENGINEER A

  • Plan, direct and supervise the review of designs, plans and technical specifications of mechanical and electrical equipment and its appurtenances including sub-station and trans mission line done by subordinates for various projects for approval/implementation;
  • Review/check plans of mechanical and electrical equipment of large steel gates and pumping stations and other related documents submitted by foreign contractor in coordination with Project Foreign Consultants for foreign assisted projects;
  • Review/check quantity and cost estimates for electro-mechanical works;
  • Conduct inspection on the on-going installation of large steel gates, pumping stations and other related electro-mechanical equipment;
  • Review of fabrication drawings of large and mall steel gates and their accessories, electrical equipment submitted by fabricator for approval;
  • Conduct field inspection of existing steel gates, pumping equipment and other related electro-mechanical equipment for repair/modification;
  • Review and /or prepare response to queries, comments, recommendations, proposals of consultant/project/regional offices regarding existing and on-going projects; and
  • Perform other related functions.

DIVISION MANAGER A

  1. In coordination with the Deputy Administrators, forecast and program financial needs and requirements of the Agency to support its plans and projects, allocates available funds for program on the basis of priorities;
  2. Assist in the execution and control of the fiscal and budgetary plans, programs and activities of the Agency;
  3. Review comparative analysis of budget items and the resulting variances of actual disbursements versus budgeted items; advises top management of budget status;
  4. Supervise the preparation of reports concerning budget operation for submission to management and appropriate government agencies;
  5. Supervise the preparation and submission for approval of the annual budget for operational and capital outlays;
  6. Assist top management in the presentation of the Agency’s budgetary estimates; attend hearing to justify proposals;
  7. Make representation with the DBM, DA, Bureau of Treasury, NEDA and other office relative to financial matters affecting the agency;
  8. Give instruction, guidance and advice on billing and collection systems and procedures of irrigation system amortization, equipment rental, investment activities, agri-business ventures and other income of the agency;
  9. Recommend formulated improved policies, guidelines and procedures for proper and effective implementation of all income generating activities of the Agency;
  10. Plan, review, propose improve collection methods and strategies, collection and incentive schemes and cost saving measures for the Agency for implementation in all NIA Field Offices;
  11. Recommend the release of funds for viability incentive grant to regional offices, irrigation management offices and national irrigation systems offices;
  12. Perform other related functions.

DIVISION MANAGER A

  1. Direct, supervise and responsible for the proper and systematic recording of all financial transaction and the preparation of financial statements of the Agency;
  2. Analyze and interpret, review, sign/certify Financial Statements, Schedules and other regular and special reports;
  3. Supervise the examination and verification of claims and the preparation of disbursement vouchers and certify the availability of funds;
  4. Conduct periodic inspection of books, review, check and certify as to correctness of vouchers, journals statement of accounts, trial balance, budget estimates and other financial statements and reports;
  5. Coordinate with officials of the bureau of Treasury, COA, DBM, financial/lending institutions and other responsibility center of the agency relative to accounting matters and withdrawal applications;
  6. Attend meetings and conferences of representatives and officials of government agencies and different financial/lending institutions; 
  7. Device accounting forms and recommend changes in the accounting systems;
  8. Perform other related functions.

SUPERVISING ENGINEER A

  • Check, review and monitor the monthly preventive maintenance inspection reports and make appropriate action to facilitate repair or maintenance of equipment;
  • Check and review budget allocation of regional depot and maintain records of released expenditures through SAA and PRs;
  • Evaluate/validate/monitor Program of Works (POW) for repair of equipment from different regional offices and prepare total annual program for the whole NIA;
  • Supervise inspection of equipment of contractors in connection with the post qualification of bidders;
  • Undertake technical inspection of systems equipment, parts and accessories to be delivered to the central office including technical coordination and monitoring of direct deliveries in the field offices;
  • Supervise inspection of equipment recommended for disposal;
  • Check, evaluate and analyze the repair accomplishment based on progress report submitted by regional depots;
  • Supervise the preparation of periodic equipment reports required by NIA and other government agencies;
  • Analyze, evaluate and check requisition of spare parts and supplies including job orders for repair of all NIA construction equipment;
  • Undertake the processing and evaluation of PRs and Job Order of the regions and on-going projects;
  • Supervise evaluation of request of cash release to support equipment repair;
  • Supervise conduct of technical inspection or test of newly delivered equipment, machinery, spare parts and tools delivered to Central Office to determine conformity with specifications and prepare the corresponding inspection report (international bidding);
  • Evaluate and recommend the release of cash to support the revolving fund for equipment repair (REFER) of the Regional Offices;
  • Perform other related functions.

SUPERVISING ENGINEER A

SENIOR ECONOMIST A

  • Update procedures and measures evaluation of agricultural and economic data collected for the preparation of project feasibility reports;
  • Coordinate and supervise studies on surveys and investigations conducted in connection with the proposed irrigation projects;
  • Review and evaluate reports on surveys and investigations, on financial and economic viability studies including attachments in the overall project feasibility study report;
  • Perform other related duties.
