SUPERVISING ENGINEER A

  • Review existing policies, guidelines and operating procedures  of  the O&M of  NIS;
  • Analyze and consolidate annual plans, programs and budgetary requirement of NIS;
  • Check and review notice of operation of partially and/or complete operating projects and Memorandum of Agreement  (MOA) of  contract services on systems or portions thereof to be turned-over to irrigators associations;
  • Evaluate quarterly O&M monitoring reports with impact on water use; progress in irrigated areas;  financial  expenses  compared with collection; and identify major  problems  that need  immediate  action;
  • Review and analyze O&M statistical data, select and compile vital information for future planning and monitoring purposes;
  • Conduct periodic field inspection to verify the progress of O&M activities and recommend solutions to problems encountered; and
  • Perform other related functions.

CHIEF INTERNAL CONTROL OFFICER

  • Plan and coordinate the preparation of annual goals, objectives and performance targets of the organization and management auditing unit and recommend approval for implementation;
  • Review and evaluate audit analysis of existing management practices, problems and deficiencies and other records relative to organization, systems and procedures, and activities of various organizational units of the agency and recommend revisions and restrictive measures for improvement;
  • Review and evaluate report of findings and recommendations of internal audit inspection and examination of administrative organization of the agency;
  • Plan and supervise the conduct of internal audit of existing organization structures, functions, staffing pattern, manning standards of the different units of the agency;
  • Review written internal audit reports and status of audit being conducted;
  • Review and evaluate   existing methods and procedures of the different organizational units and recommend revisions to simplify the system of work flow;
  • Establish devices to improve and strengthen the agency internal control system to determine weaknesses and inadequacies and recommend corrective measures;
  • Perform other related functions.

LIBRARIAN B

  • Direct and supervise the preparation of library materials for circulation;
  • Formulate policies and set library rules and regulations;
  • Plan, organize and perform the works in the library;
  • Classify and record/catalogue books, indexes periodicals;
  • Assist readers in the selection of reading and reference materials;
  • File newspaper clippings about NIA;
  • Coordinate with various NIA officials in processing types of books which will be helpful to NIA operations; and
  • Perform other related functions.

SENIOR ENGINEER A

  • Prepare quarterly report on O&M of NIS for database management information system;
  • Analyze progress of O&M activities (target vs actual) of NIS and pinpoint deficiencies/discrepancies and recommend measures for improvement if necessary;
  • Assist in the conduct of periodic field inspection to verify progress of O&M activities and recommend solutions to problems encountered;
  • Collate and consolidate vital information from O&M Report of NIA to be published in the Annual Report;
  • Evaluate monthly O&M reports and prepare draft of memorandum to the Head of Operation and Maintenance of irrigation systems calling their attention on the deficiencies/discrepancies noted in the submitted reports;
  • Evaluate irrigation efficiency of NIS considering water requirements, irrigation losses, methods of water distribution and utilization of rainfall; and
  • Perform other related functions.

UTILITY WORKER A

  • Perform reproduction of documents and other official papers needed under the Senior Deputy Administrator;
  • Deliver correspondence, packages, communication and other official documents to various NIA departments and run errand for the office on matters requiring urgent action;
  • Follow-up/liaison important documents pending in other offices;
  • Maintain orderly arrangement of office machines and furniture;
  • Perform other related functions.

INTERNAL CONTROL OFFICER A

  • Assist in the performance of all activities pertaining to internal control operations of the internal auditing unit;
  • Assist in the conduct of audit of existing management practices, problems and deficiencies and draft report of findings and recommendations;
  • Under instruction of immediate supervisor attend to the conduct of audit inspection and examination of the agency and collate pertinent data and information to support the findings and observations taken;
  • Assist in gathering of data and basic information for the documentation of operating procedures in all organizational units of the agency;
  • Conduct researches to obtain background information on the activities to be audited to determine the impact on the audit, and the resources necessary to perform the audit, and possible risks associated to the audit; and
  • Perform other related functions.

INFORMATION SYSTEMS DESIGN SPECIALIST A

  • Supervise the administration of the agency’s information system applications;
  • Conduct studies on technical design and structure of the agency’s information system applications;
  • Develop information systems specifications, standards and control including recovery and back-up procedures;
  • Establish and maintain information systems database dictionaries, as well as descriptors for data, users and resources;
  • Formulate and implement information systems database security measures such as user passwords, security codes, varying levels of equipment and database access, use, or update authority;
  • Coordinate with other departments/offices data and information to be stored in the management information system databases and its access procedures;
  • Perform other related functions.

SENIOR INTERNAL CONTROL OFFICER B

  1. Draft audit plans for review of immediate supervisor;
  2. Undertake the conduct of audit of existing management practices, problems and deficiencies of various organizational units of the Agency;
  3. Prepare report on the result of the audit completed;
  4. Make appropriate recommendations based on the result of the audit;
  5. Follow-up actions to determine if audit recommendations have been carried out, if not, verify the reasons for non-compliance;
  6. Review the existing operating procedure of all organizational units; determine if it is in accordance with the existing policies of the Agency; and
  7. Perform other related functions.

DIVISION MANAGER A

  • Supervise and coordinate the technical and administrative functions of the division;
  • Plan, direct and supervise the review of the feasibility studies of all irrigation and multi-purpose projects;
  • Attend to technical requirements related to the evaluation and appraisal of proposed irrigation projects;
  • Collaborate with other agencies and NIA offices in the review of feasibility reports
  • Perform other related functions.

SUPERVISING ENGINEER A

  • Direct and supervise the procurement of civil works and supply contracts through international competitive and domestic biddings from adverrtisement to prequalification/eligibility, evaluation of prospective bidders, preparation of bidding documents, technical specifications and supplemental notices, holding of site inspection, equipment verification, pre-bidding conferences, opening of bids, issuance of notice of award and preparation of contract;
  • Coordinate with Construction Management Division and other concerned offices regarding problems encountered during construction and revision of take-off quantities or contract specifications;
  • Monitor of progress of civil works and supply contracts awarded as well as scheduled for bidding;
  • Conduct inventory of remaining works in case of recession or termination of contracts;
  • Assist the Bids and Awards Committee-A (BAC-A) in the facilitation of procurement process;
  • Assist the Technical Working Group (TWG) in the conduct of bid evaluation of bid out projects; and
  • Perform other related functions.
