Records Officer B

  1. Code/file materials and important documents such as Administrative issuances, contracts, personnel files, etc.;
  2. Lead the classifying and appraising records for inventory and disposition;
  3. Finalize the formulation of records retention and Disposal Schedule as guide to all disposition action on records;
  4. Lead the preservation of important documents for future use;
  5. Confer with the Records Officer C on the study and recommends measures for the revision of the RRDS, the preservation and the protection of all records;
  6. Conduct study and recommend measures for the improvement of methods, practices relative to filing, servicing files and disposition of records;
  7. Perform other related functions.

Records Assistant

  1. Code/file materials and important documents such as Administrative issuances, contracts, personnel files, etc.;

  4. Undertake the preservation of important documents for future use;

Property Officer A

  1. Conduct/Monitor the disposal of non-performing assets in C.O. and F.Os;
  2. Prepare all necessary documents regarding the appraisal and auction of all non-performing assets of NIA (office equipment/furniture and fixtures and scraps); Prepare transmittal/submit to the Appraisal Committee for approval of theoretical appraised value (EMD, CD and Property);
  3. Prepare/Submit to COA the I & I Report and Waste Material Report for inspection and appraisal;
  4. Prepare notice of auction sale for publication/posting to website & three leading newspapers or posting to three different places/offices/agencies within the vicinity;
  5. Prepare/Submit report of properties sold to public auction to General Accounting Division for dropping from the Books of Accounts;
  6. Monitor/Consolidate the annual inventory reports of properties submitted by all NIA  field offices/projects;
  7. Monitor/Consolidate the inventory and inspection report of unserviceable properties prepare/submit comparative analysis reports;
  8. Perform other related functions.

Building and Grounds Maintenance Headman A

  1. Formulate and recommend plans, policies and procedures, rules and regulations for grounds and building maintenance and repair;
  2. Supervise the inspection and various activities in the repair, maintenance and rehabilitation of the grounds and buildings;
  3. Supervise the labor staff in the daily performance of their duties and responsibilities;
  4. Inspect the completed work programs to ensure efficient and effective service;
  5. Perform other related functions.

PRINCIPAL ENGINEER A

  • Review the formulation of plans and development schemes of irrigation and other resources development projects;
  • Direct the review of detailed layout, designs, cost estimates and feasibility reports of project under study;
  • Direct the review of loan proposal for project financing and technical assistance, term of reference for consulting services, periodic reports, project briefs, profiles, and briefing materials;
  • Perform other related functions.

SUPERVISING GEOLOGIST

  • Supervise surface and sub-surface geological and geophysical activities in order to maintain the standard and objectives of engineering geological exploration works, material sampling and testing;
  • Supervise the inspection and checking of drilling activities and other related works undertaken by contract for adherence to plans, specifications and specific provisions embodied in the contract;
  • Review surface and sub-surface geologic reports submitted by subordinates for evaluation and recommendations;
  • Perform other related functions

SENIOR INTERNAL CONTROL OFFICER B

  • Gather data and documents of present systems and procedures of financial management and    technical  operations;
  • Discuss internal audit scope and objectives with  affected agency personnel prior to conduct of            audit;
  • Participate in the cash examination and in the inventory taking of assets;
  • Perform difficult financial and operations  auditing work;  draft report on the results of the audit    completed; discuss audit results with auditees  before the draft of the report is finalized; make    appropriate recommendations based on the results of the audit;
  • Conduct special  audits as assigned and submit report of findings and recommendations;
  • Prepare audit report findings and recommendations  of audit team in conformance to audit plan,      standards and guidelines and submit draft to immediate supervisor;
  • Follow-up actions to determine if audit recommendations have been carried out or not and to    inquire for the reasons for non-implementation;
  • Design and submit proposals for training  seminars and workshop that will cater to the needs of            the internal auditing unit;
  • Perform other related functions.

ATTORNEY IV (LEGAL OFFICER IV)

  1. Prepare contracts, agreements, bid documents and other contract papers entered into by and between NIA and other private and government agencies and instrumentalities and claims arising therefrom;
  2. Appear before the courts and other quasi-judicial bodies in the prosecution and/or defense of all cases involving the Agency;
  3. Prepare draft of opinion, memoranda, advice, general agreements and contracts on matters and queries referred for action relative to the various infrastructure and corporate activities of the Agency;
  4. Assist analyze, evaluate and supply answers and solutions to queries regarding administrative offenses as requested by various NIA offices;
  5. Assist the Central and Field Offices in the preparation, review and documentation activities relative to the acquisition of right-of-way and real properties, and disposal;
  6. Monitor compliance and timely submission of vital documents relating to contract agreement ;
  7. Evaluate minor contracts and agreements and supporting documents prepared and submitted by field offices (e.g pacquiao contracts, simple right-of-way agreement, lease agreement, simple donations, etc.);
  8. Perform other related functions.

PROCUREMENT SERVICES CHIEF

  1. Implement the plans, programs, policies, guidelines and procedures pertaining to procurement of materials, supplies, equipment, spare parts and contract services, and monitor implementation;
  2. Supervise the corporate-wide procurement in accordance with established rules and regulations;
  3. Conduct periodic review and evaluation of purchasing systems and design and formulate/develop policies in order to simplify procedures on the procurement of goods and services;
  4. Perform related functions.

PRINCIPAL ENGINEER A

  • Prepare informational and instructional pamphlets on the design and manipulation of water control, regulating and measuring structures emphasizing setup that would usher in structure-controlled less burdensome water distribution;
  • Gather design and operations specifications complete with working drawings of structures intended to eject sediments that go with incoming canal discharges for inputs to the development and assessment of prototypes;
  • Typify situational and data inputs useful in re-computing irrigation service fee rates aimed at coming up with better values under various operations scenarios and stewardship arrangements in gravity and pump irrigation systems;
  • Devise procedure- and data-laden guidelines for the impact assessment of irrigation rehabilitation focusing on comparing capital expenditures incurred with incremental benefits accrued (in cropping intensity and crop production);
  • Document operations and maintenance practices for reference in crafting arrangements on expanding participation of local government units and irrigators associations in system management considering execution and financing;
  • Perform other related functions.
