Supervising Engineer A

  • Review, check, and evaluate the submitted Feasibility Study Report, detailed design, and Program of Works of CARP-IC regular funds for various sub-projects from regions assigned as monitored engineers and process/recommend approval/notation by the Project Manager;
  • Process SAA Requests for various approved/noted POWs of sub-project submitted from regions;
  • Conduct validation for proposed sub-projects submitted by Regional Officers;
  • Review, check, evaluate, and consolidate monthly and quarterly progress reports submitted by CARP-IC funded projects;
  • Conduct periodic field inspections and monitoring of various on-going construction projects as well as the completed projects; and
  • Do other duties from time-to-time assigned by Supervisors.

Senior Economist A

  • Update procedures and measures for the evaluation of collected agricultural and economic data to be used in the preparation of project feasibility reports;
  • Coordinate and supervise studies, surveys and investigation conducted in connection with the proposed irrigation projects;
  • Review and evaluate reports from surveys, investigations, financial and economic viability studies, including the appendices, for incorporation into overall project feasibility study report;
  • Perform such other related functions as may be assigned.

Supervising Engineer A

  • Conduct detailed review of technical specifications, terms and conditions and other bid documents for all civil works, supply contracts, metal works and construction materials subject to domestic and international public bidding;
  • Review of bid documents for all civil works, rental and supply contract subject to local minor tendering that are submitted by the different field offices for the approval of Central Office;
  • Supervise the activities in the preparation of bid documents for civil works and supply contract procured through domestic competitive bidding;
  • Attend pre-bidding conference and prepare supplemental notices;
  • Prepare correspondence to different prospective bidder and other government agency and financing institution in relation to specification works;
  • Conduct field inspection to gather pertinent data needed in the preparation of bidding documents and technical specifications;
  • Perform other related functions.

Data Encoder

  1. Encode reports, correspondences, messages and memoranda;
  2. Receive and record official documents and check completeness of attachments and enclosure;
  3. Maintain office files and records;
  4. Facilitate request for reproduction of copies of correspondences, reports and other documents and certify the same upon request;
  5. Assist in the presentation of multimedia presentation during meetings and conferences;
  6. Perform other related functions.

Information Systems Design Specialist A

  1. Supervise the administration of the agency’s information system applications;
  2. Conduct studies on technical design and structure of the agency’s information system applications;
  3. Develop information systems specifications standards and control including recovery and back-up procedures;
  4. Establish and maintain information systems database dictionaries, as well as descriptors for data, users and resources;
  5. Formulate and implement information systems database security measures such as user passwords, security codes, varying levels of equipment and database access, use, or update authority;
  6. Coordinate with other departments/officers data and information to be stored in the management information system databases and its access procedures;
  7. Perform other related functions

Corporate Budget Officer B

  • Prepare Budget proposal for the Division;
  • Consolidate, evaluate and review Central Office budget proposal per Division/ Department;
  • Prepare the final budget allocation of Central Office per Division/ Department based on the approved budget;
  • Evaluate and process Obligation Request of Foreign Assisted Projects;
  • Prepare/issue Advice of Sub-Allotment for Foreign Assisted Projects;
  • Evaluate, control and monitor Foreign Assisted Project Funds;
  • Evaluate/review ASA request of Regional Offices under Operating Requirement Subsidy;
  • Prepare Financial Reports:
    • Statement of comparison of Budget and Actual Amounts (SCBAA);
    • Statement of Unutilized Subsidies;
    • Schedule and details of Capital Expenditures (CAOEX) Current and Ensuing Year;
    • Full Year Statement of Financial operations (SFO) for Current Year and Projections with monthly breakdown (with supporting assumptions);
    • Table 31; 32 with variance explanation/analysis;
  • Assist in the preparation of Budget Proposal;
  • Perform other related functions

Supervising Engineer A

  • Review the preliminary design data for use in the designs and cost estimates of dams, reservoirs, and power plants required for planning;
  • Review the design, layout, quantity, and cost estimates of high dams, afterbay dams, diversion weirs, spillways, diversion tunnels, outlet works, power plants, switchyards, transmission lines, and other related structures;
  • Undertake field evaluation of proposed dam sites, reservoir sites, power plant sites, and sites of other appurtenant structures, including sources of construction materials;
  • Review the formulation and development schemes of outsourced feasibility studies;
  • Monitor the progress of the activities of in-house and outsourced feasibility studies;
  • Perform other related functions.

Division Manager A

  • Under direction, supervise a division tasked with internal audit functions;
  • Establish the annual goals, objectives and performance targets of the internal auditing unit;
  • Establish internal auditing standards, guidelines and procedures for the guidance of the internal audit staff;
  • Determine the extent of coordination with the Commission on Audit Auditors to avoid duplication of audit effort;
  • Do final review of internal audit plans;
  • Recommend approval of internal audit plans;
  • Review and recommend approval of the internal audit reports;
  • Review and approve recommendations for enhancement of the internal audit functions;
  • Determine training needs of internal audit staff;
  • Undertake special audit/investigation assignments, either joined with other departments or alone, regarding highly sensitive and controversial financial, operation and property matters as directed by top management;
  • Responsible for work performance and discipline of audit staff;
  • Perform other related functions.

Supervising Engineer A

  1. Review existing policies, guidelines and operating procedures of the O & M of NIS;
  2. Analyze and consolidate annual plans, programs and budgetary requirement of NIS;
  3. Check and review notice of operation of partially and / or complete operating projects and Memorandum of Agreement (MOA) of contract services on systems or portions thereof to be turned over to irrigators associations;
  4. Evaluate quarterly O & M monitoring reports with impact on water use; progress in irrigated areas, financial expenses; compared with collection, and identify major problems that need immediate action;
  5. Review and analyze O & M statistical data, select and compile vital information for future planning and monitoring purposes;
  6. Conduct periodic field inspection to verify progress O & M activities and recommend solutions to problems encountered; and,
  7. Perform other related functions.

INFORMATION TECHNOLOGY OFFICER I

  1. Perform backup procedure on all databases and system files for reference and conduct database integrity to ensure usable database backup in case of data loss;
  2. Manage databases, monitor and evaluate reports, and prepare required information/reports;
  3. Update, maintain agency’s websites core and system files and apply knowledge in securing Central and Regional websites;
  4. Evaluate, install and manage computer network and data communication hardware and software;
  5. Perform installation and configuration of network equipment and include scheduling of preventive maintenance and inventory of ICT equipment;
  6. Maintain and modify the installation’s operating system and other software when needed. Install end-point security solutions, firewalls, and multiple scanning solutions, etc. on network facilities, servers and workstations, for improve network security and protection;
  7. Review software to be acquired to determine optimum hardware configuration required for installation.
  8. Evaluate utilization of information and communication technology resources for cost-effectiveness and distribution;
  9. Assist in database development involving data and/or voice communication either internal or external to the agency;
  10. Maintain effective utilization of network facilities and equipment by programmers/users, data encoders and other users;
  11. Perform other related functions.
