Regional Manager A

       1. Direct the formulation and development of short – and long – range plans, programs and policies relative to the operation and maintenance of the irrigation systems including rehabilitation and construction projects;

       2. Direct and supervise and coordinate the following:

  • Identification and submission to appropriate authorities aggregate program and funding requirements of projects for investigation, feasibility studies and implementation;
  • Conduct of engineering, agricultural and economic investigations and studies for multi-purpose water resources development and irrigation projects proposed for foreign/local financing to determine their technical, economic, financial, social and environmental feasibility;
  • Preparation of loan proposals, terms of reference and other documents necessary for obtaining financial and technical assistance in connection with project preparation and implementation;
  • Conduct of inventory of water resources and control and distribution of available water;
  • Operations, maintenance, repair and improvement of irrigation systems, installation/pull out if irrigation pumps formation of irrigation association and cooperatives; research on improvement of irrigation service, increase cropping intensity and increase production per unit and the training of irrigators in areas served by all the irrigation system;
  • Utilization, movement, preventive maintenance and repair of equipment
  • Administrative and financial activities including the provision of necessary services relative to legal matter, farmers/irrigators training, information dissemination, procurement and property, and other related activities.

       3. Confer and coordinate with other government agencies and private organizations involved and interested in irrigation development; submit and discuss reports for the information of both government and private sectors;                           

       4. Control expenditures of funds and utilization of supplies and materials;

       5. Perform other related functions.

Division Manager A

  • Formulate and establish the annual goals, objectives and performance targets of the organization and management auditing unit with concurrence of concerned agency officials;
  • Supervise and direct the audit review and analysis of existing management practices, problems and deficiencies and other records relative to organization, systems and procedures, and activities of various organizational units of the agency and provide assistance to concerned officials in resolving problems by recommending realistic courses of action;
  • Supervise the conduct of internal audit inspection and examination in the administrative organization of the agency to determine the degree of compliance with established objectives, policies, regulations and approved operating procedures;
  • Plan and direct the conduct of audit of existing work methods, systems and procedures and process of work flow and recommend modifications and improvements;
  • Plan and coordinate the audit review on the development and updating of positions, work requirements and performance standards of every position in the different organizational units and offices of the agency and recommend changes or modifications where appropriate;
  • Review written audit reports and if necessary, discuss with auditors and the appropriate management sector the conclusions and recommendations in the audit findings prior to completion and final approval of the audit report; 
  • Check and monitor if auditors have conducted follow-up review to ensure that the corrective measures were implemented;
  • Develop plans and programs relative to management improvement of the Agency in coordination with top management;
  • Supervise the evaluation of existing methods and procedures of the different organizational units and recommend revisions if needed, to simplify the system of work flow;
  • Supervise the review and evaluation of organization proposals of newly approved foreign assisted and/or locally funded projects;
  • Plan and direct the conduct of inventory and project completion report of phasing-out projects with respect to utilization of resources and restructuring the organization against budget proposal for the operation and maintenance of newly completed projects;
  • Direct the conduct of regular management surveys, special studies and researches in organization, general office practice, management systems and procedures and provide recommendations for improvement;
  • Responsible for work performance and discipline of audit staff;
  • Perform other related functions.

Division Manager A

  • Formulate, update and recommend policy directions and guidelines for the proper operation and maintenance of irrigation systems, dams, reservoirs and their appurtenant structures; Direct and supervise the review of proposed construction schedules and program of works (POW), job order system, cost estimates and procurement schedules for projects ready for implementation or which are presently under constructions;
  • Review the evaluated efficiency of water utilization against available resources for each system; study deviations from programs and make necessary recommendations;
  • Conduct field inspection to verify reports and assess actual field conditions; identify causes of sub-standard maintenance or improper operation and recommend measures for improvement;
  • Conduct emergency field inspection for flooded systems, assess extent of damages, systems with on-going repair and improvement, accomplishments compared to approved plans, discuss with project in-charge problems encountered and recommend measures for systems improvement;
  • Review and recommend revisions, updates of standards, guidelines and procedures for the repair and improvement of damaged existing structures and facilities in all national and pump irrigation systems;
  • Review, evaluate and assign the evaluation of submitted Program of Work (POW), approved plans and financial requirements for repair, rehabilitation and improvement of existing national irrigation systems and recommend for approval the evaluated POW to serve as guide in project implementation;
  • Review the evaluated accomplishment report on repair and improvement of irrigation projects against approved plans and programs;
  • Review statistics on repair and improvement work for the preparation of periodic reports and overall plans and programs;
  • Perform other related functions.

Division Manager A

  • Formulate era-wise research and training masterplans with roadmaps and timelines included on irrigation and drainage commodity for the Center consistent with the primary thrusts and goals of the Agency in that particular era;
  • Initiate primary and collaborative membership with agriculture- and environment-base local research consortia and international research networks as opportunity for sharing and expanding databases and resources;
  • Draw technical and financial support of concerned private companies besides government institutions and donor international agencies in the implementation of research and training programs in irrigation and drainage;
  • Establish design and rehabilitation principles with modernization considerations for assemblage into models for reference in endeavors to realize vision for robust functionality and optimal performance of irrigation and drainage systems;
  • Setup operations and management standards with assessment parameters and thresholds shown for development into manuals on the protection and maintenance of operational sustainability, efficiency and safety of irrigation and drainage system;
  • Perform other related functions.

Corporate Planning Specialist

  • Participate in the preparation and updating of the agency’s corporate plan;
  • Analyze trends in accomplishment and assess the factors that may have positive or negative effects on agency performance;
  • Review and evaluate sectoral thrusts and strategies; align these strategies with corporate objectives;
  • Assess internal and external policies, programs and factors affecting agency operations; assist in preparing agency’s SWOT analysis;
  • Prepare and update the long-term indicative irrigation development program; coordinate with other NIA units regarding ongoing and proposed projects
  • Establish methodologies for projecting national and regional status of irrigation development, and for projecting rice production; recommend assumptions to be used; conduct sensitivity analyses as needed;
  • Conduct policy studies, review and evaluation; assess current policies and impact of policy changes on the agency;
  • Identify key result areas for corporate objectives and determine appropriate performance indicators for identified corporate strategies;
  • Monitor development policies of the national government and program priorities of international funding institutions; determine effects on the agency’s plans and programs;
  • Perform other related functions.

Community Development Officer III

  • Review institutional development plans on the formation, development and functionality sustenance of irrigators’ organizations;
  • Supervise the evaluation of organizational and developmental activities of irrigators organization prior to organization/re-organization/strengthening and provide necessary recommendations;
  • Review regional plans and programs on institutional development and prepare plans and programs and monitor institutional development activities relative to the formation, development and sustenance of the functionality, maintenance of irrigators’ organization;
  • Check monitoring feedback on institutional development activities and guidelines on irrigators associations; and
  • Perform other related functions.

Senior Industrial Relations Management Officer A (Contract of Service)

  • Assist the HRMOIV in facilitating the processing of monthly payroll and remittances;
  • Process Monthly/Casual employees' Remittance list every month for regular and voucher payroll;
  • Prepare & process disbursement vouchers and Budget Utilization Requests (BURS) for remittances of Monthly and Casual employees for regular monthly remittance and voucher payroll remittance;
  • Process/ prepare certificate of remittances (if any) and other related activities concerning remittances;
  • Monitor and prepare index of remittances for monthly and casual employees;
  • Analyze accounts payables related to payroll and wages;
  • Research on the latest updates on deductions/increase from all institutions and /or relevant interested parties (RIPs) related to salaries and wages;
  • Facilitate Tax/BIR (Income tax return); and
  • Perform other related functions.

Industrial Relations Development Officer B (Contract of Service)

  • Look for appropriate service providers and evaluates their submitted proposals;
  • Prepares course design and training proposals;
  • Undertakes screening and evaluation of candidates for in-house/local/foreign trainings and scholarships;
  • Organizes and facilitates training programs and other activities;
  • Analyzes results of evaluation for both overall activity and activity effectiveness;
  • Prepares summary evaluation report;
  • Prepares competency assessment forms;
  • Processes and analyzes result of competency assessment;
  • Drafts non-routine communications/memoranda/office circulars relating to training;
  • Prepares notices and minutes of meetings;
  • Takes part in the conduct of new employee orientation;
  • Computes and prepares Budget Utilization Report and Disbursement Vouchers for payment of training programs and other activities of the section;
  • Responds promptly to the different inquiries relating to the section's programs and activities;
  • Coordinates closely with internal and external stakeholders for the successful implementation of the program/activity; and
  • Performs other related duties.

Material Planning Services Chief

  • Supervise the efficient performance of the various activities of the Property Section;
  • Update/Implement the policies and guidelines on property management of NIA; receipt, storage, issuance, disposal, control, physical inventory taking of NIA properties; reconciliation of property accountabilities of Field/Project Offices and Central Office personnel for clearance purposes.
  • Conduct studies and compile statistical data to determine maximum stock level, economic order quantities and re-order points of inventory items to ensure balanced stocking and availability of stocks.
  • Prepare/Recommend the proposed annual budget and supplies/materials budget estimate of the Section.
  • Prepare/Recommend training programs on inventory, utilization and disposal of properties/equipment; act as resource person for Central and Field Office personnel training/conference/workshop.
  • Perform other related functions.

Procurement Officer B

  • Render assistance to BAC from pre-conference to issuance of  notice of awards;
  • Schedule bids for the procurement of materials, supplies and equipment;
  • Determine the mode of procurement;
  • Attend to the preparation of canvass papers, preparation of bid documents, issuance of notices and invitation to bid, notices of bidding conferences, resolutions and notice of awards;
  • Analyze and reconcile specifications offer by suppliers with those in the purchase requisitions;
  • Prepare/Submit periodic reports in the acquisition of construction materials, supplies, equipment and spare parts; and
  • Perform other related functions.
