Supervising Engineer A

  • Setup inspection and appraisal guidelines for dam and reservoir situation monitoring, forecasting and forewarning facilities focusing at execution of prompt repairs and maintenance and uninterrupted functionality and dependability for such;
  • Prepare “what you need to know” pamphlets for dissemination to training, orientation, excursion, browsing and conference participants with preference to dam safety maintenance, reservoir operation rules and flood contingency measures;
  • Mobilize composite and competent teams to undertake such tasks as appraisal, maintenance, repairs and upgrading of facilities for monitoring, forecasting and forewarning the condition of dams and reservoirs, including data processing systems;
  • Uphold collaborative and complementary networking with concerned institutions relative to dam operation and protection, reservoir monitoring and protection, flood forecasting and forewarning, and calamity cushioning and relief;
  • Undertake methodology and data gathering pertinent to carrying out the task of comparative re-computation of economic internal rates of return considering achieved cost streams and benefits streams for gravity and lift irrigation systems; and
  • Perform other related function.

Principal Engineer A

  • Plan, direct and supervise the activities of the section in the evaluation of design data and review of detailed designs and construction drawings;
  • Evaluate formulated alternative design schemes and interact with other divisions and department chiefs regarding final scheme to be adopted for final design;
  • Review designs, conceptual drawings, consideration and criteria used in specific project submitted by Region/Project Offices and prepare comments and recommendations;
  • Conduct field inspection as may be necessary to facilitate design of proposed diversion dam, embankment dam, and irrigation and drainage facilities and/or recommend for approval, remedial measures for rehabilitation of existing structures found to be effective during the inspection;
  • Perform other related functions.

Senior Data Encoder-Controller

  1. Screen data input to computer-based forms and reviews integrity of outputs; create and maintain database files to ensure their completeness, confidentiality, accuracy, and timeliness;
  2. Maintain printed and electronic copies of outgoing and incoming communications and reports for use in verifying information and data on such documents, if so required at some later dates;
  3. Record incoming and outgoing documents in an electronic data filing system designed to achieve quicker tracking of the actions taken by the responsible staff or unit;
  4. Encode correspondence, reports, and other official communications;
  5. Encode and assist in the presentation of reports during meetings/conferences and reproduce hard/soft copies of documents; and
  6. Perform other related functions.

Data Encoder

  • Encodes correspondence, reports and other documents pertinent to the functions of the Human Resources Division;
  • Receives, records and maintains an orderly file of all incoming and outgoing communications, reports and other important documents;
  • Checks and follow up submission of regular reports;
  • Perform other related functions.

Senior Internal Control Officer B

  • Gather data and documents of present systems and procedures of financial management and technical operations;
  • Conduct operations and performance audit and evaluation of related internal control systems;
  • Discuss internal audit scope and objectives with the auditees prior to conduct of audit. Prepare report of findings and recommendations and discuss with the auditees before it is finalized;
  • Control special audits as assigned and submit report of findings and recommendations in conformity with the established rules and guidelines;
  • Conduct follow-up audit/validation of actions taken to determine if audit recommendations have been implemented, otherwise, inquire for reasons/justifications for non-implementation;
  • Design and submit proposals for training/seminars and workshop for capability enhancement of the internal auditing unit; and
  • Perform other related functions.

Regional Manager A

  1. Direct the formulation and development of short – and long – range plans, programs and policies relative to the operation and maintenance of the irrigation systems including rehabilitation and construction projects;
  2. Direct and supervise and coordinate the following:
    • Identification and submission to appropriate authorities aggregate program and funding requirements of projects for investigation, feasibility studies and implementation;
    • Conduct of engineering, agricultural and economic investigations and studies for multi-purpose water resources development and irrigation projects proposed for foreign/local financing to determine their technical, economic, financial, social and environmental feasibility;
    • Preparation of loan proposals, terms of reference and other documents necessary for obtaining financial and technical assistance in connection with project preparation and implementation;
    • Conduct of inventory of water resources and control and distribution of available water;
    • Operations, maintenance, repair and improvement of irrigation systems, installation/pull out if irrigation pumps formation of irrigation association and cooperatives; research on improvement of irrigation service, increase cropping intensity and increase production per unit and the training of irrigators in areas served by all the irrigation system;
    • Utilization, movement, preventive maintenance and repair of equipment
    • Administrative and financial activities including the provision of necessary services relative to legal matter, farmers/irrigators training, information dissemination, procurement and property, and other related activities.
  3. Confer and coordinate with other government agencies and private organizations involved and interested in irrigation development; submit and discuss reports for the information of both government and private sectors;
  4. Control expenditures of funds and utilization of supplies and materials;
  5. Perform other related functions.

Division Manager A

  • Plan, direct and supervise the conduct of pre-implementation and other complimentary activities including planning and scheduling of locally funded and foreign assisted irrigation projects approved and programmed for construction;
  • Direct and supervise the review of proposed construction schedules and program of works (POW), job order system, cost estimates and procurement schedules for projects ready for implementation or which are presently under constructions;
  • Supervise the funds programming and recommend releases to projects; review/monitor fund releases and utilization and determine necessity for fund reallocation or realignment as and when needed, and provide inputs for forward budgetary purposes;
  • Supervise the conduct of project completion activities in coordination with PMOs/RIOs for commissioning /turnover of completed locally funded and foreign assisted projects to Operation Division;
  • Supervise contract administration for civil and supply contracts whether international or domestic procurement;
  • Review the updated working policies, standards for material testing and construction control techniques for approval of management and subsequent implementation in the field offices;
  • Supervise the preparation/documentation in coordination with PMOs/RIOs for subsequent discussion with NEDA ICC regarding revised cost of projects due to changes of project scope and/or revision of plans and essentially on price increases;
  • Direct and coordinate the monitoring and evaluation of all monthly progress reports and status of construction activities undertaken by field offices, preparation of periodic and consolidated reports on the progress of construction of all irrigation projects;
  • Perform other related functions.

Principal Engineer A

  • Plan, direct and supervise the procurement of civil works and supply contracts through international competitive and domestic biddings, from advertisement to prequalification/eligibility, evaluation of prospective bidders, preparation of bidding documents, technical specifications and supplemental notices, holding of site inspection, equipment verification, pre-bidding conferences, opening of bids, issuance of notice of award and preparation of contract;
  • Coordinate with Construction Management Division and other concerned offices regarding problems encountered during construction and revision of take off quantities or contract specifications;
  • Monitor of progress of civil works and supply contracts awarded as well as scheduled for bidding;
  • Conduct inventory of remaining works in case of recession or termination of contracts;
  • Perform other related functions.
