- Direct and coordinate the technical and administrative functions of the section;
- Plan, direct and supervise the review of studies and reports on land resources, agricultural and hydrologic studies and groundwater investigations to determine the technical viability/feasibility of all irrigation projects;
- Plan and coordinate the establishment, operation and maintenance of surface and groundwater monitoring stations for long and short-term hydrologic, meteorologic data and hydrologic data collection.
- Direct the review of studies on surface and groundwater resources to assess their occurrence, availability, quality and dependability for irrigation development and other uses;
- Direct the review of studies to determine hydrologic parameters necessary in the design of project facilities;
- Direct/review the evaluation of Terms of Reference (TOR), Program of Work (POW), Inceptions Reports, VE/VA Reports, Progress Reports, Interim Reports, and Feasibility Study Reports (Draft and Final), prepared through outsourcing of proposed irrigation projects specifically on the Soil & Land Classification, Agriculture, Surface Water Hydrology and Groundwater Hydrology aspect;
- Direct/review the conduct of technical assistance to Proponents (RIO/IMO/LGUs) particularly for Soil & Land Classification, Agriculture, Surface Water Hydrology, and Groundwater Hydrology aspect; and
- Perform other related functions, meetings, and seminars.

Regional Manager A
1. Direct the formulation and development of short – and long – range plans, programs and policies relative to the operation and maintenance of the irrigation systems including rehabilitation and construction projects;
2. Direct and supervise and coordinate the following:
a.) Identification and submission to appropriate authorities aggregate program and funding requirements of projects for investigation, feasibility studies and implementation;
b.) Conduct of engineering, agricultural and economic investigations and studies for multi-purpose water resources development and irrigation projects proposed for foreign/local financing to determine their technical, economic, financial, social and environmental feasibility;
c.) Preparation of loan proposals, terms of reference and other documents necessary for obtaining financial and technical assistance in connection with project preparation and implementation;
d.) Conduct of inventory of water resources and control and distribution of available water;
e.) Operations, maintenance, repair and improvement of irrigation systems, installation/pull out if irrigation pumps formation of irrigation association and cooperatives; research on improvement of irrigation service, increase cropping intensity and increase production per unit and the training of irrigators in areas served by all the irrigation system;
f.) Utilization, movement, preventive maintenance and repair of equipment
g.) Administrative and financial activities including the provision of necessary services relative to legal matter, farmers/irrigators training, information dissemination, procurement and property, and other related activities.
3. Confer and coordinate with other government agencies and private organizations
involved and interested in irrigation development; submit and discuss reports for
the information of both government and private sectors;
4. Control expenditures of funds and utilization of supplies and materials;
5. Perform other related functions.
Department Manager
- Oversee all activities of the Department;
- Serve as Legal Adviser to the Head of the Corporation and key officials on matters of legal services for the protection of corporate rights, interest and property of the Agency;
- Render legal advice on matters affecting corporate policies, rules and regulations, enforcement and administration of laws, acquisition and protection of corporate rights and properties and other contract related matters;
- Participate in complex negotiations for the acquisition of corporate rights and properties;
- Acts on legal matters related to pre-qualification of bidders, bidding and contractual obligations and rights where the corporation is a party;
- Participate in the formulation of corporate policies, rules and regulations;
- Handle complicated administrative court cases involving the Agency in central and regional field offices;
- Direct and review all contracts, agreements, and other legal instruments that may be entered into by the Agency with private entities and other government instrumentalities for legal validity; and

Data Encoder-Controller
- Encode and assist in the preparation of reports of different units under EOS for PowerPoint presentation;
- Assist in the intranet sharing of important files/reports from Local Area Network (LAN);
- Encode and assist in the presentation of reports during meetings and conferences and reproduce hardcopies/softcopies of documents needed for distribution;
- Encode/type correspondence, reports and other official papers;
- Troubleshoot CPUs with minor defects; and
- Perform other related functions.
Supervising Geologist
- Supervise surface and sub-surface geological activities in order to maintain the standard and objectives of engineering geological exploration works, materials sampling, and testing;
- Supervise and review the Terms of Reference for geological and geotechnical exploration activities, the geological aspect of Feasibility Study Reports and Engineering Geological and Geohazard Assessment Reports (EGGAR) prepared by consultants and subordinates;
- Supervise the inspection and checking of drilling activities and other related works undertaken by contract for adherence to plans, specifications, and specific provisions embodied within the contract;
- Conduct reconnaissance/semi-detailed engineering geologic mapping (emphasis on geologic structures such as faults, joints, beddings, and lithologic contracts) at the damsite and reservoir area and prepare a comprehensive report to be incorporated with the subsurface geologic investigation in the Feasibility Study report;
- Location of source and suitability of construction materials through evaluation of laboratory tests, and conduct of geologic logging;
- Determine soil-bedrock and groundwater and geologic structures’ profile and the variation of the materials and structures underground using geophysical methods and tender recommendations on excavation methodology;
- Ensure that the database of the Interim Geology Section is intact and up to date;
- Provide or delegate staff for technical assistance to field or project offices regarding geological and/or geotechnical matters and concerns encountered during the construction phase of projects; and
- Perform other related functions.
Senior Computer Services Programmer
- Responsible in the development and test program logic, codes, documents and prepare complex application program for computer operation.
- Coded and develop maintenance programs, system application including management information needed and programs to create special reports and file extracts program using generalized access routines.
- Assist in running and maintenance of operational computerized systems;
- Assist in training and orientation of users on the use of the developed systems and software;
- Prepare software documentation, user’s guide and manuals of developed system and conduct training courses on developed information systems or acquired systems;
- Perform other related functions.
Supervising Engineer A
- Supervise the review and consolidation of overall project physical and financial status of various on-going irrigation project;
- Supervise the preparation of Progress Reports of all foreign-assisted irrigation projects;
- Conduct technical inspection of construction materials and prepare material testing reports submitted by project offices;
- Coordinate and assist the PAIS in the information brochures, briefing materials and news releases of all NIA projects;
- Conduct field inspection to assess progress of project implementation and verify accuracy of field reports;
- Coordinate and assist the project inventory, Project Completion Report Committee (PI-PCR) in undertaking pre-completion, project inventory and preparation of project completion reports of all locally-funded and foreign assisted projects;
- Coordinate and assist various units in the preparation of semi-annual and year-end reports, other special reports and briefing materials;

Supervising Engineer A
- Initiate the study of existing policies, rules and regulations governing lease and/or use of construction equipment for possible amendments and recommend approval for implementation;
- Disseminate to regional field offices and projects approved authority on lease of NIA construction equipment;
- Supervise the conduct of periodic review of existing equipment rental rates and recommend revisions when necessary, supervise preparation of proposed rental rates for new type of equipment;
- Check and evaluate equipment requirements of proposed projects and determine capacity and quantity of equipment required;
- Supervise the evaluation of annual budget for acquisition, replacement, maintenance and repair of all construction equipment and vehicles in regional depots and group pools with coordination from the Finance & Administrative Sector;

- Evaluate Program of Work (POW) submitted by the Regional Managers for repair and improvement of national irrigation systems and recommends revisions when necessary;
- Prepare consolidated monthly progress report of all irrigation systems undergoing repair and improvement;
- Check, monitor and evaluate monthly accomplishment report of irrigation systems with ongoing repair and improvement against approved Program of Work and recommend measures for systems improvement;
- Evaluate and consolidate statistical records of all repair and improvement of national irrigation systems;
- Assist in drafting of guidelines and procedures for the proper maintenance, repair, restoration and improvement of national irrigation systems; and
- Perform other related functions.
Senior Engineer A
- Prepare quarterly report on O&M of NIS for database management information system;
- Analyze progress of O&M activities (target vs. actual) of NIS and pinpoint deficiencies/discrepancies and recommend measures for improvement if necessary;
- Assist in the conduct of periodic field inspection to verify progress of O&M activities and recommend solutions to problems encountered;
- Collate and consolidate vital information from O&M Report of NIA to be publish in the Annual Report;
- Evaluate monthly O&M reports and prepare draft of memorandum to the Head of Operation and Maintenance of irrigation systems calling their attention on the discrepancies/deficiencies noted in the submitted reports;
