Plan, direct and supervise the procurement of civil works and supply contracts through international competitive and domestic biddings, from advertisement to pre-qualification/eligibility;
Evaluation of prospective bidders, preparation of bidding documents, technical specification and supplemental notices
Holding of site inspection, equipment verification, pre-bidding conferences, opening of bids, issuance of notice of award and preparation of contract and minutes of the meetings;
Coordinate with Construction Management Division and other concerned offices regarding problems encountered during construction and revision of take-off quantities or contract specifications;
Review Bid Documents and Technical Specifications for civil works and supply contracts submitted by concerned offices / end-user and facilitate its approval;
Prepare the bidding documents and technical specifications for all proposed civil works, contracts, supply contracts and consultancy services;
Review bid documents and technical specifications submitted by consultants for outsourced projects;
Join the inspectorate team in the final inventory of completed and terminated contracts;
Review and evaluate plans and programs, schedules and financial requirements submitted by Regional Managers for the repair and improvement of irrigation systems and recommend approval of same;
Review and check the consolidated progress report of all irrigation systems with on-going repair and improvement works;
Review, check and evaluate monthly accomplishment report on repair and improvement works of national irrigation systems and recommend measures for systems improvement;
Arrange for and recommend releases of funds for the repair and improvement of national irrigation systems;
Conduct ocular inspection as directed to irrigation systems to appraise actual accomplishment against approved program of work and verify veracity of complaint of farmer clientele and recommend measures or actions to be taken thereon;
Review, check and maintain statistics on repair and improvement works;
Devise work methods for an effective evaluation procedures;
Review/Evaluate/Consolidate the annual procurement plans of various operating units of Central Office and Field Offices and C.O. based Special Projects for effective materials programming and bulk purchase schedules;
Prepare reports on periodic materials forecast based on statistical and economic trends;
Study, evaluate and analyze bids or offers of technical and complex requirement of the agency and recommends the bid considered most advantageous to the agency;
Evaluate requests for price adjustment, extension of delivery period, amendments and other changes in the original contract;
Issue and control sub-allotment advice for Foreign Assisted and Locally Funded Projects;
Analyze and process disbursement vouchers, payrolls, Requisition and Issue vouchers (RIV) contract and prepare Obligation Request (O.R.);
Prepare Registry of Allotment and Obligation – Capital Outlay (RAOCO) and reconcile with fund control for Foreign Assisted and Locally Funded Projects;
Prepare and consolidate Statement of allotment, Obligation, Liquidation and Balances (SAOLB) and Status of funds;
Prepare statement of allotment and Notice of Cash Allocation (NCA) received from the Department of Budget and Management;
Prepare project profile for Foreign Assisted and Locally Funded Projects;
Recording of incoming and outgoing communications, memos etc. and encoding of letters, reports and other communications/official papers under the Finance Sector;
Encode and assist in the presentation of reports during meetings and conferences and reproduce hard copies/soft copies of documents;
Encode and assist in the preparation of financial reports;
Assist the Accounting Division Manager in the intranet sharing of files/reports thru Local Area Network (LAN)
Assist during repair and troubleshooting of CPUs with minor defects under the Accounting Division;
Review and Assess Feasibility Study Report/Design Data on the Land Resources, Survey Data (Topo, Control, etc.), Geologic Data, Hydrologic Data, Environmental Data (Hazard and risk assessment) and Gather Additional / Supplemental Data (Optional);
Conduct Field Inspection / Validation and recommend the Structure Site, Location / Dam Axis, Configuration Layout of Appurtenances, Confirmation of Engineering Data;
Undertake / Review the Detailed Design Process on the Geotechnical, Hydraulic Design / Analysis (Irrigation and Drainage Structures, River Training Works, Bridges, Siphons, Diversion Dams and Storage Dams), Structural Design / Analysis (Pumping House, Power House, Irrigation and Drainage Structures, Bridges, Diversion Dams and Storage Dams Appurtenances, Stability Check (Bridges Siphons, Diversion dams and Storage Dams), Hydro Mechanical and Electrical Design Configuration / Setting and Fitting to Civil Works and Design Report Preparation;
Review / Check Preliminary Detailed Design Plans and Drawings (General Lay-out, Irrigation and Drainage Network and Schematic Diagram);
Review / check the Detailed Plans and Drawings and facilitate approval by the Delegated Authority;
Assess / Review of the Value Engineering / Value Analysis (VEVA) during DED / DES Stage;
Prepare new and update existing Civil Works Design Guidelines / Criteria and Assist the CWDS head in formulating activities of the section;
Conduct Irrigation, Drainage, Diversion Dams and Reservoir Dams Infra-Structure Integrity, Efficiency and Safety Assessment;
Provide technical assistance to field offices (IMO/RIO) hands on design training for field design staff and Conduct lectures / workshop and trainings for NIA design engineers;
Conduct Project inventory of completed projects;
Final inspection for testing and commissioning of completed infra structures and for Contract Work acceptance;
Conduct coordinative and technical discussions with the MES, ADS, SS regarding design features;
Attend coordination meetings with other departments, divisions and other private entities;
