Storekeeper A

 
  • Inspect and receive incoming deliveries; checks conditions and specifications;
  • Inspect delivered items against Purchase Order and Invoice Delivery Receipt as to brand, quantity, amount, size, serial numbers of equipment, spare parts, supplies and materials;
  • Coordinate with technical inspectors and end-users regarding the delivered items subject for inspection;
  • Prepare all necessary documents such as Receiving Report, Report of Inspection, RIV, RISS and WMR;
  • Prepare monthly report of deliveries and issuance of supplies and materials issued;
  • Responsible in delineating, enumerating and storing of mechanical, electrical and medical equipment, tools, materials and supplies;
  • Maintain systematic and properly filled-up stock ledger cards for all stock items and promptly enters issuances;

Senior Financial Planning Analyst

 
  1. Analyze and study irrigation service fees and other income re: collection trends on the basis of the periodic reports and other compiled data;
  2. Study existing billing and collection policies and procedures and recommend measures for further improvement;
  3. Coordinate with other government offices and government financial institutions on matters relating to agri-business and government security investment;
  4. Conduct field works as deemed necessary in compiling and updating data and informations to be used in the study and analysis of income generation from the agency’s sources of income;  
  5. Perform other related functions.

Senior Researcher-Analyst A

 
  • Undertake technology generation and demonstration research on water, soil and plant management focusing on the thrust for improving sustainability, efficiency and productivity in the use of such resources under irrigated agriculture;
  • Conduct reconnaissance and walkthrough surveys in service areas including outlying upstream areas to explore potential augmentative surface and re-use water streams for development to increase irrigation performance and services;
  • Develop water allocation and application schemes that would result in reduced water input, increased crop yield, reduced production cost, soil biota resurgence, rejuvenated soil condition and simpler water management;
  • Prepare statistical and narrative profiles of conventional and ingenious farming systems under rainfed and irrigated ecosystems as references in developing research methodologies and operations practices;
  • Organize Wednesday and special seminars to serve as forums for the critiquing and heralding research findings and recent technologies on water management, and irrigation and drainage operations and management;
  • Perform other related functions.

Engineer A

 
  1. Conduct field surveying (Land and Hydro);
  2. Validate, monitor and inspect parcellary map;
  3. Implement nationwide Asset Management / Geotagging Activity;
  4. Monitor, review and evaluate Farmland Geographic Information System (FGIS) Force Account Works activities and Program of Works (POWs);
  5. Scan and georeferenced parcellary maps;
  6. Monitor operation data thru VPN Server nationwide;
  7. Perform online support and maintenance of FGIS nationwide;
  8. Facilitate conduct of training for FGIS Focal Personnel nationwide;
  9. Assist in the activities under the Operations Section of the Division.

Supervising Engineer A

 
  • Supervise planning and formulation of schemes for different projects for implementation in accordance with feasibility studies, appraisal report and loan agreements in accordance with the NIA-Project Development Division and field offices;
  • Supervise the preparation in coordination with other office unit, the pre-construction requirements of projects to be started and on-going including monitoring of status of civil works and supply contracts except preparation of designs and specifications;
  • Prepare documents required by lending institutions, NEDA and other government agencies. Maintain liaison with ADB, JBIC, OECF and other foreign lending institutions and various government agencies and attend to all needs in connection hereto;
  • Attend to the consulting services contract requirements except payments/billing;
  • Conduct field inspection of on-going as well as completed projects to verify conformance with the adopted implementation plans;
  • Perform other related functions.

Senior Engineer A

 
  • Evaluate Program of Work (POW) submitted by the Regional Managers for repair and improvement of national irrigation systems and recommends revisions when necessary;
  • Prepare consolidated monthly progress report of all irrigation systems undergoing repair and improvement;
  • Check, monitor and evaluate monthly accomplishment report of irrigation systems with ongoing repair and improvement against approved Program of Work and recommend measures for systems improvement;
  • Evaluate and consolidate statistical records of all repair and improvement of national irrigation systems;
  • Assist in drafting of guidelines and procedures for the proper maintenance for the proper maintenance, repair, restoration and improvement of national irrigation systems;
  • Perform other related functions.

Data Encoder

 
  • Recording of incoming and outgoing communications, memos etc. and encoding of letters, reports and other communications/official papers under the Finance Sector;
  • Encode and assist in the presentation of reports during meetings and conferences and reproduce hard copies/soft copies of documents;
  • Encode and assist in the preparation of financial reports;
  • Assist the Accounting Division Manager in the intranet sharing of  files/reports thru Local Area Network (LAN)
  • Assist during repair and troubleshooting of CPUs with minor defects under the Accounting Division;
  • Perform other related functions.

Senior Corporate Accountant A

 
  1. Assist Corporate Finance Services Chief in the supervision of lower level personnel within the  section;
  2. Analyze and prepare Consolidated Financial Reports; reconcile inter-office reciprocal accounts, sub-allotments releases to field offices and accounts balances;
  3. Prepare other monitoring reports required by DOF, DBM, DA and NIA Management;
  4. Perform other related functions.

Corporate Finance Services Chief

 
  1. Recommend policies and guidelines for the preparation of budgetary requirements as well as forms, schedules and reports necessary to carry out the budgetary procedures;
  2. Review budgetary reports such as financial status of NIA before submission to proper authorities;
  3. Review reports and related financial statements required by management and other agencies;
  4. Make representation with the DBM, DA, Bureau of Treasury, DOF, NEDA and other office relative to financial matters affecting the agency;
  5. Conduct periodic check up of status of funds and assess expenditures and compares same against projection;
  6. Perform other related functions.

Cashiering Services Chief A

 
  1. Supervise staffs/personnel within the Section;
  2. Transfer Interests Earned on Bank Accounts to COB and BTR for Special Accounts;
  3. Monitoring and maintaining records of daily remittances to One-Way Deposits, disbursements, releases and cash balances of field offices;
  4. Prepare Weekly status of One-Way Deposit, Remittances, Releases and Cash Balances;
  5. Analyze Monthly Consolidate Status of One-Way Deposits, Remittances, Releases and Balances; 
  6. Prepare Consolidated Comparative Data for last year and current year of remittances from field offices and total remittances vs releases for management evaluation of regional office performance;
  7. Review Monthly Summary List of Remittances of Field Offices to Central and Regional Accounting Offices;
  8. Prepare office memoranda and communications pertaining to Collection and Remittances;
  9. Perform other related functions.
