Division Manager A

 

  • Plan, direct and supervise the conduct of pre-implementation and other complimentary activities including planning and scheduling of locally funded and foreign assisted irrigation projects approved and programmed for construction;
  • Direct and supervise the review of proposed construction schedules and program of works (POW), job order system, cost estimated and procurement schedules for projects ready for implementation or which are presently under construction;
  • Supervise the funds programming and recommend releases to projects; review/monitor fund releases and utilization and determine necessity for fund reallocation or realignment as and when needed, and provide inputs for forward budgetary purposes;
  • Supervise the conduct of project completion activities in coordination with PMOs/RIOs for commissioning/turnover of completed locally funded and foreign assisted projects to Operation Division;
  • Supervise contract administration for civil and supply contracts whether international or domestic procurement;
  • Review the updated working policies, standards for material testing and construction control techniques for approval of management and subsequent implementation in the field offices;
  • Supervise the preparation/documentation in coordination with PMOs/RIOs for subsequent discussion with NEDA ICC regarding revised cost of projects due to changes of project scope and/or revision of plans and essentially on price increases;
  • Direct and coordinate the monitoring and evaluation of all monthly progress reports and status of construction activities undertaken by field offices, preparation of periodic and consolidated reports on the progress of construction of all irrigation projects;
  • Perform other related functions.

  1. Prepare Cost Summary Report and Statement of Expenditures of various Foreign Assisted Projects;
  2. Prepare Costing of payrolls, DVs, JEVs and cost sheet for Labor, Materials, Overhead, Equipment, contract, Right of Way, etc.;
  3. Prepare Annual Project Financial Report – GOP portion and consolidated Annual Project Financial Report;
  4. Prepare correspondences on matters relative to project costing;
  5. Perform other related functions.

  1. Analyze and prepare Reconciliation Statements for the following Accounts:
    1. Payroll Fund/Disbursing officers
    2. Petty Cash officers
    3. Advances to officers and employees
    4. Due from officers and employees

  3. Prepare Aging of Accounts Receivable; Statement of Accounts Receivable;
  4. Prepare Bills/Collection Statements;
  5. Maintain subsidiary ledgers of the ff. Accounts:
    1. Accountable Officers
    2. Investments
    3. Accounts Payable
    4. Prepayments
    5. Advances to Contractors
    6. Guaranty Deposits

Corporate Accounts Analyst

 

  1. Verify and analyze proper charges of claims for wages and allowances of daily/contractual/job order personnel;
  2. Prepare regular and special payrolls /Disbursement Vouchers for wages and allowances of daily/contractual/job order personnel;
  3. Prepare Tax Remittance Advice (TRA) and various BIR Forms with Alphabetical List; Certificate of Creditable Tax Withheld at Source and Alphabetical List of Daily /Contractual employee;
  4. Prepare Certificate of deductions;
  5. Reconcile GSIS, PHIC, HDMF remittances against General Ledger (GL) and Subsidiary Ledger (SL);
  6. Index claims;
  7. Perform other related functions.

Corporate Accounts Analyst

 

  1. Analyze the following financial transaction, journalize and prepare Journal Entry Vouchers (JEVs):
    1. Disbursement Vouchers paid by Cash
    2. ATM Payrolls
    3. Liquidation of accounts payable
    4. Direct Payment (non-cash transactions)
    5. Automatic Debit Account (ADA) and Fund transfers
  2. Prepare adjusting entries
  3. Maintain and prepare Subsidiary Ledger (SL) for all NCA received and cash in bank accounts.
  4. Prepare reports needed by DOF, DBM and other oversight agencies.
  5. Perform other related functions.

Principal Engineer A

 

  • Supervise the review and evaluation of construction schedules, contractors’ claims, statistical and progress reports submitted by the contractors and field offices and make recommendation, if necessary;
  • Supervise the formulation/updating of guidelines in the processing of contractors’ claims to facilitate payment and monitor same to field offices;
  • Coordinate the delivery of NIA furnished construction logistic requirements;
  • Supervise the preparation of vouchers for the payment of contractors’ accomplishment and other approved claims;
  • Review documents relative to civil works;
  • Conduct periodic inspection of on-going and completed projects to verify conformance with the contract documents;
  • Perform other related functions.

Community Development Officer III

 

  • Prepare plans and programs for the effective delivery of assistance programs and services to irrigation farmer-beneficiaries;
  • Collate, analyze and package improved crop production techniques and irrigated farming methods for dissemination and/or adoption by farmers;
  • Prepare guidelines in the conduct of field demonstrations and trainings on improved cropping systems and production techniques geared towards improving and/or sustaining farm productivity and income in conjunction with proper irrigation water management;
  • Provide assistance to field offices and farmers’ organizations in the formulation/updating of systems and procedures for the implementation of assistance programs in coordination with concerned agencies and institutions;
  • Document, monitor and evaluate the implementation of assistance programs by irrigator’s organizations; identifies problems and make recommendations to improve implementation for management action;
  • Provide assistance to farmers’ organization in the implementation of turnover contract agreement on system operation and management; identifies weaknesses and reports same for management information and possible action; and
  • Perform other related functions.

Community Development Officer III

  • Review institutional development plans on the formation, development and functionality sustenance of irrigators’ organizations;
  • Supervise the evaluation of organizational and developmental activities of irrigators organization prior to organization/re-organization/strengthening and provide necessary recommendations;
  • Review regional plans and programs on institutional development and prepare plans and programs and monitor institutional development activities relative to the formation, development and sustenance of the functionality, maintenance of irrigators’ organization;
  • Check monitoring feedback on institutional development activities and guidelines on irrigators associations; and
  • Perform other related functions.

Industrial Relations Development Officer A

 

  1. Participate in the implementation of policies, rules and regulations pertaining to various activities on training and career development;
  2. Interpret applicable rules, regulations and opinions regarding employees’ training and career development; career development;
  3. Evaluate/analyze candidate’s qualifications for training;
  4. Propose policies and programs, flow charts, standard operating procedures and prepare handouts/ lectures/materials/manuals on training and career development;
