Senior Engineer A

 

  • Review and monitor progress of project evaluation with respect to target schedule, cost estimates and causes adequacy of work force and submit findings;
  • Conduct periodic field inspection to assess progress of project implementation and verify accuracy of field reports;
  • Conduct technical inspection of steel fabrication works, construction materials and other mechanical engineering works implemented by NIA including site installation;
  • Coordinate and assist the monitoring units in the preparation of Project Completion Report;
  • Assist in the preparation of project profiles and statistical data on irrigation projects;
  • Assist in the determination of equipment to be retained at project office for operation and maintenance purposes;
  • Attend to the needs of information-demand agencies relative to the reporting system of NIA;
  • Perform other related functions.

Researcher-Analyst A

 

  • Assist in the preparation and updating of the agency’s corporate plan
  • Collect and analyze data on corporate performance indicators; maintain the data files
  • Assist in the review of sectoral thrusts and strategies
  • Gather information and materials regarding internal and external policies, program and factors affecting agency operations
  • Assist in the preparation and updating of the long-term indicative irrigation development program; collect data/information as needed
  • Gather and analyze data needed for projecting status of irrigation development and rice production
  • Gather data/information needed in the preparation of policy, position and issue papers
  • Gather and evaluate agro-socio-economic data for use in planning and
  • Perform other related functions.

Project Evaluation Officer IV

 

  • Review the preparation and updating of Medium-Term Public Investment Program (MTPIP), Comprehensive & Integrated Infrastructure Program (CIIP), and Budget Strategy (BS);
  • Formulate/update the programming guidelines and standards for the preparation of annual budget proposal in conformity with the changing priorities & strategies of the agency and national government;
  • Review the preparation of previous year program allotment, obligations, physical accomplishment of projects included in the proposal of annual funding;
  • Review the consolidated annual irrigation program together with their physical and financial requirement;
  • Supervise the preparation, revisions and updating of budget proposal forms, briefing materials and various documents including justifications of projects included in the proposed annual capital outlay program;
  • Review the preparation of the quarterly work and financial plan and agency performance measures based on approved GAA; request alignment of funds and additional budget including justifications of projects in the approved GAA;
  • Assist the Division Manager in hearings, meetings in relation to Planning and Annual Budget Proposal conducted by DA, DBM and Congress;
  • Perform other related functions.

Records Assistant

 

  1. Code/file materials and important documents such as Administrative issuances, contracts, personnel files, etc.;
  2. Assist in classifying and appraising records for inventory and disposition;
  3. Assist in the formulation of records retention and Disposal Schedule as guide to all disposition action on records;
  4. Undertake the preservation of important documents for future use;
  5. Perform other related functions.

Division Manager A

 

  1. Review plans and programs on recruitment, selection, placement, employee welfare and benefits, training and career development, personnel relations, documentation and records;
  2. Plan and direct personnel program on position classification, salary and wage administration, deployment of personnel, incentives and awards, guidance and counselling, merit promotion plans and other personnel matters;
  3. Assist and advise the Department Manager in the development of short and long range plans on personnel management and development programs within the limits of existing laws, rules and regulations;
  4. Leads and participates in the development and administration of plans and programs on incentive awards system and promotion;
  5. Represent the Agency on personnel matters before personnel committees and organizations;
  6. Maintain liaison with CSC, DBM, GSIS and other agencies on personnel matters;
  7. Advise agency officials on aspects of personnel administration, confers with higher; officials on individual or group problems and recommends revision, if necessary;
  8. Participate in the implementation of the NIA Position Classification and Pay Plans, employee benefits and welfare services programs; recommends revisions of such    plans whenever necessary;
  9. Perform other related functions.

Supervising Engineer A

 

  • Supervise the evaluation of on-going in relation to the approved construction schedule;
  • Prepare Change Order, Extra Work Orders and Supplementary Contract based on recommendation submitted by Head of Project office for proper action by higher authorities;
  • Check construction schedules submitted by Contractors in accordance with specifications for approval of higher authorities;
  • Conduct field inspection and evaluate civil works contracts;
  • Prepare reports regarding status of projects under contracts;
  • Perform other related functions.

Cashier A

 

  1. In charge of payments of salaries, wages, allowances of employees and other claims over the counter.
  2. Review disbursement vouchers and its supporting documents for check preparation;
  3. Prepare Report of Disbursement and Statement of Account Current;
  4. Perform other related functions.

Senior Corporate Accounts Analyst

 

  1. Prepare Withdrawal
  2. Prepare Summary of Withdrawal application; 
  3. Record Withdrawal Authorization;
  4. Prepare Monthly Status of Funds, Monthly Loan Withdrawals, etc;
  5. Perform other related functions.

Senior Corporate Accounts Analyst

 

  1. Verify and analyze proper charges of claims;
  2. Journalize financial transactions;
  3. Draft Disbursement Vouchers (DVs) for remittance, Terminal leave (TL) /Retirement Gratuity (RG), Cash Advances, etc;
  4. Prepare and Update Alpha list and various BIR Forms;
  5. Perform other related functions.

Supervising Engineer A

 

  • Review the preliminary design data for use in the designs and cost estimates of dams, reservoirs and power plants required for planning;
  • Review the design, layout, quantity and cost estimates of high dams, afterbay dams, diversion weirs, spillways, diversion tunnels, outlet works, power plants, switchyards, transmission lines and other related structures;
  • Undertake field evaluation of proposed dam sites, reservoir sites, power plant sites and sites of other appurtenant structures, including sources of construction materials; and
  • Perform other related functions.
