Supervising Engineer A

 

  • Review existing policies, guidelines and operating procedures of the O & M of NIS;
  • Analyze and consolidate annual plans, programs and budgetary requirement of NIS;
  • Check and review notice of operation of partially and / or complete operating projects and Memorandum of Agreement (MOA) of contract services on systems or portions thereof to be turned over to irrigators associations;
  • Evaluate quarterly O & M monitoring reports with impact on water use; progress in irrigated areas, financial expenses; compared with collection, and identify major problems that need immediate action;
  • Review and analyze O & M statistical data, select and compile vital information for future planning and monitoring purposes;
  • Conduct periodic field inspection to verify progress O & M activities and recommend solutions to problems encountered
  • Perform other related duties.

Internal Control Officer A

 

  1. Under general supervision, conduct researches to obtain background information on the activities to be audited to determine the impact on the audit, and the resources necessary to perform the audit and the possible risks associated with the audit;
  2. Discuss research findings with the leader of the auditing team;
  3. Perform simple financial and/or operations auditing work;
  4. Draft report on the results of the audit completed;
  5. Discuss audit results with auditee/s before the draft of the report is finalized;
  6. Make appropriate recommendations based on the results of the audit;
  7. Follow-up actions to determine if audit recommendations have been carried out or not and to inquire for the reasons for non-implementation; and
  8. Perform other related functions.

Human Resource Management Officer IV

 

  1. Plan and direct activities involving employee benefits/welfare;
  2. Participate in the administration of revised policies in personnel mechanisms relative to the functions of the section;
  3. Review conduct of research, special study or survey designed to improve existing employee benefits/welfare;
  4. Supervise/review/check/submit final communications/memoranda/office circulars/ replies to various queries which involve interpretation of laws, rules and regulations on employee benefits/welfare for signature of the Department Manager;
  5. Direct the processing of claims for benefits such as leave, overtime, change of civil status, exercise of profession, retirement and Philhealth benefits;
  6. Coordinate with GSIS, PAG-IBIG, Department of Labor, Office of the President, etc., relative to employee benefits/ welfare;
  7. Review personnel policies and programs, flow charts, standard operating procedures and direct preparations of handouts / lecture materials / manuals on benefits;
  8. Supervise the processing of salary adjustment due to length of Service across-the-board increases, etc.;
  9. Perform other related functions.

Industrial Relations Management Assistant A

 

  1. Provide assistance in the processing of appointment, promotion and personnel movements;
  2. Prepare, maintain and update plantilla and index of all forms of personnel movements;
  3. Process Contract of Service /Consultancy Service Contract;
  4. Assist in the preparation of statistical & budgetary reports;
  5. Perform other related functions.

Industrial Relations Management Officer B

 

  1. Process appointment and other personnel movements;
  2. Undertake preliminary screening & evaluation of applicants based on approved NIA Merit Selection Plan;
  3. Prepare statistical & budgetary reports;
  4. Coordinate with the Governance Commission on GOCCs (GCG), Department of Budget and Management (DBM), Philippine Statistics Authority (PSA) regarding statistical budgetary & personnel reports;
  5. Maintain personnel statistics /database;
  6. Perform other related functions.

Industrial Relations Management Officer A

 

  1. Participate in the implementation of policies, rules & regulations pertaining to various personnel actions;
  2. Prepare systematic assessment of the qualification of applicants for the position/s they applied for;
  3. Present to the Human Resource Merit Promotion Selection Board (HRMPSB) the comparative assessment of application for deliberation;
  4. Prepare endorsement memorandum for signature of HRMPSB Members;
  5. Schedule HRMPSB deliberation meetings and provide notices of such to the members of the HRMPSB as well as Prepare Minutes /Highlights of Meeting;
  6. Do initial evaluation/analysis conducted on the appointment, protest, complaints, queries, etc.;
  7. Coordinate with the Civil Service Commission (CSC) in the terms of policies relative to appointment & other human resource actions;
  8. Prepare correspondences relative to recruitment hiring & other human resource actions;
  9. Conduct research as basis for formulation policies;
  10. Perform other related functions.

Supervising Engineer A

 

  • Supervise planning and formulation of schemes for different projects for implementation in accordance with feasibility studies, appraisal report and loan agreements in accordance with the NIA – Project Planning Division and field offices;
  • Supervise the preparation in coordination with other office unit, the pre-construction requirements of projects to be started and on-going including monitoring of status of civil works and supply contracts except preparation of designs and specifications;
  • Prepare documents required by lending institutions, NEDA and other government agencies. Maintain liaison with ADB, JBIC, OECF and other foreign lending institutions and various government agencies and attend to all needs in connection hereto;
  • Attend to the consulting services contract requirements except payments/billing;
  • Conduct field inspection of on-going as well as completed projects to verify conformance with the adopted implementation plans;
  • Perform other related functions.

Principal Engineer A

 

  • Oversee the preparation of Monthly, Quarterly and Annual reports and other reports required by various agencies and financing institutions;
  • Oversee/monitor the material testing and quality control activities to attain quality of work in various on-going construction and rehabilitation.
  • Oversee the conduct of pre-completion project inventory and review completion report for project nearing completion;
  • Supervise and oversee the conduct of the Contractor’s Performance Evaluation System (CPSES);
  • Conduct field inspection to determine/monitor actual project status and quality control;
  • Update methods established to improve present monitoring and reporting system;
  • Perform other related functions.

Senior Economist A

 

  • Update procedures and measures for the evaluation of collected agricultural and economic data to be used in the preparation of project feasibility report;
  • Coordinate and supervise studies, surveys and investigation conducted in connection with the proposed irrigation projects and multi-purpose water resources projects;
  • Review reports on financial and economic viability studies including the appendices for incorporation into overall project feasibility study report; and
  • Perform other related functions.
