Responsible in the development and test program logic, codes, documents and prepare complex application program for computer operation;
Coded and develop maintenance programs, system application including management information needed and programs to create special reports and file extracts programs using generalized access routines;
Assist in running and maintenance of operational computerized system.
Assist in training and orientation of users in the use of developed systems and software;
Prepare software documentation, user’s guide and manuals of developed system and conduct training courses on developed information systems or acquired systems;
Direct and supervise the procurement activities and physical assets management of the Central Office;
Direct the development of plans and programs for proper control, utilization and safekeeping of all NIA properties;
Direct the periodic review of procedures in the procurement of goods and services and formulate plans and strategies to promote efficiency and effectiveness in operations;
Direct the preparation and consolidation of the Project Procurement Management Plan (PPMP) NIA-wide into Annual Procurement Plan (APP);
Direct the receipt, stocking, issuance, inventory of materials and disposal of unserviceable properties in the Central Office and Field Office in coordination with the Equipment Management Division;
Direct the preparation and consolidation of inventory reports of property as well as reports of acquisition and dispositions; reconciliation of property inventory records with those of Financial Management Department;
As Head of Technical Secretariat to BAC, assist the BAC in facilitating the procurement process from the pre-procurement conference to issuance of Notice of Award;
Direct the design of seminars/training programs to enhance the staff capability in the procurement and physical assets management;
Perform other related functions:
NIA Real Property Management Committee (Chairman of the Technical Working Group and Secretariat)
Responsible in supervising the development and implementation of information / application systems;
Conduct studies on technical design of the agency’s databases and install integrated databases and processing systems to be used by management in planning, control and decisions making;
Prepares the agency’s Information System Strategic Plan (ISSP) in accordance with the corporate plan, strategies, policies of the agency;
Monitors the ISSP implementation and prepare status reports required by the DICT;
Validate and update Hydro-meteorological data and evaluate the assessment of occurrence availability, dependability and quality of surface water resources;
Review and reformulate if necessary studies to come up with hydrologic parameters used in the design project facilities such as dams, reservoirs, spillways, tunnels, power plants, diversion works, size of service area, canal, etc.;
Review and conduct operation studies to determine the optimum utilization of surface water resources, allocation of available water to various functions and evaluation of benefits; and
Supervise the collection and consolidation of hydrographic data, prepare the data in appropriate form for the use of various functions and evaluation of benefits;
Direct the formulation and development of short – and long – range plans, programs and policies relative to the operation and maintenance of the irrigation systems including rehabilitation and construction projects;
Direct and supervise and coordinate the following:
Identification and submission to appropriate authorities aggregate program and funding requirements of projects for investigation, feasibility studies and implementation;
Conduct of engineering, agricultural and economic investigations and studies for multi-purpose water resources development and irrigation projects proposed for foreign/local financing to determine their technical, economic, financial, social and environmental feasibility;
Preparation of loan proposals, terms of reference and other documents necessary for obtaining financial and technical assistance in connection with project preparation and implementation;
Conduct of inventory of water resources and control and distribution of available water;
Operations, maintenance, repair and improvement of irrigation systems, installation/pull out if irrigation pumps formation of irrigation association and cooperatives; research on improvement of irrigation service, increase cropping intensity and increase production per unit and the training of irrigators in areas served by all the irrigation system;
Utilization, movement, preventive maintenance and repair of equipment
Administrative and financial activities including the provision of necessary services relative to legal matter, farmers/irrigators training, information dissemination, procurement and property, and other related activities.
Confer and coordinate with other government agencies and private organizations involved and interested in irrigation development; submit and discuss reports for the information of both government and private sectors;
Control expenditures of funds and utilization of supplies and materials;
Monitor and evaluate collection performance by responsibility for internally generate income or corporate income;
Prepare and review status of revenue generation and expenditures of field offices;
Prepare and review all memoranda/correspondences in the unit/division;
Review billings and prepare collection letters for NIA tenants;
Conduct field verification on the proper implementation of policies, procedures and guidelines re: income generation of the Agency;
Develop and recommend investment plan and schemes in generating other income for the Agency;
Take charge of all matters including required reports on Project Completion Activities of the agency particularly on lands acquired, buildings constructed and other office improvement made by Regional Offices;
Review plans and programs on recruitment, selection, placement, employee welfare and benefits, training and career development, personnel relations, documentation and records;
Plan and direct personnel program on position classification, salary and wage administration, deployment of personnel, incentives and awards, guidance and counselling, merit promotion plans and other personnel matters;
Assist and advise the Department Manager in the development of short and long range plans on personnel management and development programs within the limits of existing laws, rules and regulations;
Leads and participates in the development and administration of plans and programs on incentive awards system and promotion;
Represent the Agency on personnel matters before personnel committees and organizations;
Maintain liaison with CSC, DBM, GSIS and other agencies on personnel matters;
Advise agency officials on aspects of personnel administration, confers with higher; officials on individual or group problems and recommends revision, if necessary;
Participate in the implementation of the NIA Position Classification and Pay Plans, employee benefits and welfare services programs; recommends revisions of such plans whenever necessary;
