- Prepare contracts, agreements, bid documents and other contract papers entered into by and between NIA and other private and government agencies and instrumentalities and claims arising there from;
- Appear before the courts and other quasi-judicial bodies in the prosecution and/or defense of all cases involving the Agency;
- Prepare draft of opinion, memoranda, advice, general agreements and contracts on matters and queries referred for action relative to the various infrastructure and corporate activities of the Agency;
- Assist Analyze, evaluate and supply answers and solutions to queries regarding administrative offenses as requested by various NIA offices;
- Assist the Central and Field Offices in the preparation, review. And documentation activities relative to the acquisition of right-of-way and real properties, and disposal;
- Monitor compliance and timely submission of vital documents relating to contract agreement;
- Evaluate minor contracts and agreements and supporting documents prepared and submitted by field offices (e.g. pacquiao contracts, simple right-of-way agreement, lease agreement, simple donations, etc.); and
- Perform other related functions.
ATTORNEY V (LEGAL OFFICER V)
- Supervise the activities of the subordinates;
- Conduct fact-finding investigations and formal investigations of administrative cases; and coordinate with appropriate agencies in the prosecution of criminal, civil and administrative cases involving the central, regional and field offices;
- Review and recommend contracts and instruments beyond the authority of the field offices; interpret provisions of contracts covering works performed for the NIA by private entities;
- Review drafts of communication; answer to queries, opinions, memoranda and/or recommendation s prepared by subordinate;
- Review and evaluate research materials relating to legislative proposals, proposed executive orders, queries, position papers on complicated matters and prepare drafts of results of researches relating thereto;
- Coordinate and confer within the department in the review of research works concerning administrative and/or court cases;

DEPARTMENT MANAGER
Oversee all activities of the Department;
Serve as Legal Adviser to the Head of the Corporation and key officials on matters of legal services for the protection of corporate rights, interest and property of the Agency;
Render legal advice on matters affecting corporate policies, rules and regulations, enforcement and administration of laws, acquisition and protection of corporate rights and properties and other contract related matters;
Participate in complex negotiations for the acquisition of corporate rights and properties;
Acts on legal matters related to pre-qualification of bidders, bidding and contractual obligations and rights where the corporation is a party;
Participate in the formulation of corporate policies, rules and regulations;
Handle complicated administrative court cases involving the Agency in central and regional field offices;
Direct and review all contracts, agreements, and other legal instruments that may be entered into by the Agency with private entities and other government instrumentalities for legal validity; and
Perform other related functions.
WATERSHED MANAGEMENT SPECIALIST
- Plan, organize and coordinate the collection, evaluation and analyses of updated data on socio-economics, land use, soils, water and other relevant information to assess irrigation watershed resources and problems related to watershed management;
- Review relevant information/data to identify and prioritize critical areas in watershed that requires immediate protection and rehabilitation;
- Collaborate with other government agencies/offices on any similar programs in the identified critical areas including those affected by upland degradation for effective watershed management planning and implementation;
- Provide technical assistance in the formulation and implementation of plans and programs for the rehabilitation and protection of the watersheds supporting irrigation facilities;
- Participate in environmental compliance monitoring and auditing of irrigation development projects particularly in watershed management concerns;
- Participate in the review and development of corporate environmental policy in order to integrate concerns on watershed management and protection; and
- Perform other related functions.
PRINCIPAL ENGINEER A
- As Section Head of EWMS, oversee the works of the group in the conduct of the following
- environmental and watershed management activities:
- Coordinate/direct the collection, evaluation and analyses of updated data on socio-economics,land use, soils, water and other relevant information to assess irrigation watershed resources and problems for effective management of NISs watersheds;
- Review proposed watershed management strategies (as a result of a watershed appraisal and socio-economic survey) in support of the feasibility studies of the projects;
- Coordinate the identification and prioritization of critical areas in watershed that requires immediate protection and rehabilitation and guide in the possible update and/or revision of criteria for prioritization;
- Coordinate with other government agencies/offices on any similar programs in the identified critical areas including those affected by upland degradation for effective watershed management planning;
- Recommend plans and programs for the rehabilitation and protection of the watershed using structural, vegetative and other appropriate soil erosion control measures;
- Coordinate the monitoring and provision of technical assistance to all on-going environmental and watershed management programs of the agency and organize the conduct of trainings and technical assistance to NIA field staff regarding environmental and watershed management;
- Coordinate the conduct of environmental impact assessment of proposed irrigation development projects as well as social assessment/safeguards addressing involuntary resettlement, women participation and indigenous people;
- Facilitate the acquisition of necessary permits and/or clearances like Environmental Compliance
- Certificate (ECC), Construction Permit (CP), Free and Prior Informed Consent (FPIC) and other clearances from concerned agencies for the smooth implementation of irrigation development projects;
- Coordinate the monitoring and evaluation on the implementation of environmental management plans and compliance to ECC, CP and other clearances/permits;
- Coordinate the Conduct of Environmental audit of on-going and completed irrigation development projects and evaluate its impacts;
- Organize workshops/forum for the review of existing policies, plans and programs and development of NIA’s corporate environmental and watershed management policies;
- Represent the agency to different organizations/committees on matters related to watershed and environmental management programs;
- Perform other related functions.
PRINCIPAL ENGINEER A
- Formulate mechanics on the conduct of feasibility studies through reconnaissance and preliminary grade survey and investigation, engineering data collection and determination of additional data and activities required for detailed and feasibility grade studies of proposed water resources project;
- Evaluate, recommend and finalize the identified and selected potential water resources projects and determine priorities for implementation;
- Supervise the review of plans, programs and policies to be adopted for all surveys and mapping works for irrigation project studies as well as for project construction;
- Supervise the preparation of program of surveys and mapping activities and all cartographic activities;
- Perform other related functions.
SECRETARY A
- Keep an appointment calendar for the Department Manager, schedule appointments and remind as such;
- Take dictations and transcribe notes;
- Encode correspondences, reports and documents;
- Answer routine correspondence independently;
- Prepare clerical reports and maintains office files and records;
- Screen callers and interview visitors;
- Transmit communications and facilitate orders and requests from the Department Manager and Corporate Lawyers;
