PUBLIC RELATIONS OFFICER IV
- Plan, supervise and coordinate the work of the Print and Audio-Visual Production Group engaged in the following:
- Preparation of plans, targets and strategies relative to publications and audio-visual productions;
- Preparation of regular publications (Annual Report, NIA Digest) and other special publications (brochures, newsletters, etc.);
- Preparation of text of plaques/certificates;
- Developing and printing of photos for news photo releases;
- Participation in photo exhibits (which includes activities such as conceptualization of layout, themes, determining materials and budget, location shooting, reproduction and selection of photos, contact printing, selection of photos for blow-ups, mounting of exhibits and preparing captions);
- Production of VTR documentaries as well as sound slide documentaries (which includes activities such as conceptualization, scriptwriting, location shooting, interviews, narration, editing, musical scoring and preview);
- Undertaking video and still photo coverage/documentation of NIA special events such as anniversary, Christmas Programs, seminars, workshops and conferences;
- Operation of audio-visual equipment during seminars, conferences and other special events of the NIA;
- Conceptualization of themes and covers of programs and preparation of programs for NIA affairs;
- Maintain systematic files for easier identification and retrieval of publication, photos, slides and tapes.
- Undertake preliminary evaluation of the staff performance;
- In the absence of the Department Manager, the Public Relations chief shall assume the routinary duties and responsibilities of the Manager, and shall render reports upon his/her arrival;
- Lead the PAIS staff in the preparation of the yearly Communication Plan;
- Respond to relevant interested party/ies queries/feedbacks;
- Monitoring of Region/Project Communication Plan;
- Participation in ISO Related Activities as a member of the Core Teams;
- Act as Editor-in-Chief of NIA in-house publications;
- Conduct of Brainstorming/Critiquing Sessions among PAIS Staff to conceptualize themes of publications and activities of NIA Special Events;

SENIOR INTERNAL CONTROL OFFICER B
- Gather data and documents of present systems and procedures of financial management and technical operations;
- Conduct operations and performance audit and evaluation of related internal control systems;
- Discuss internal audit scope and objectives with the auditees prior to conduct of audit. Prepare report of findings and recommendations and discuss with the auditees before it is finalized;
- Control special audits as assigned and submit report of findings and recommendations in conformity with the established rules and guidelines;
- Conduct follow-up audit/validation of actions taken to determine if audit recommendations have been implemented, otherwise, inquire for reasons/justifications for non implementation;
- Design and submit proposals for training/seminars and workshop for capability enhancement of the internal auditing unit; and
- Perform other related functions.
SENIOR INTERNAL CONTROL OFFICER B
- Under general supervision, draft audit plans for review of immediate supervisor;
- Undertake the conduct of audit of existing management practices, problems and deficiencies of various organizational units of the agency;
- Draft report on the results of the audit completed;
- Make appropriate recommendations based on the results of the audit;
- Follow-up actions to determine if audit recommendations have been carried out or not and to inquire for the reasons for non-implementation;
- Undertake field works to review and validate the proposed organization submitted by the Projects;
- Document the existing operating procedures of all organizational units of the Agency and proposed revisions and updating of the systems work flow;
- Participate in the conduct of field inventory for the project completion report of phasing out project and submit manual of report of O&M Organization and Budgetary Requirements; and
- Perform other related functions.
CHIEF INTERNAL CONTROL OFFICER
- Plan and coordinate the preparation of annual goals, objectives and performance targets of the organization and management auditing unit andrecommend approval for implementation;
- Review and evaluate audit analysis of existing management practices, problems and deficiencies and other records relative to organization, systems and procedures, and activities of various organizational units of the agency and recommend revisions and restrictive measures for improvement;
- Review and evaluate report of findings and recommendations of internal audit inspection and examination of administrative organization of the agency;
- Plan and supervise the conduct of internal audit of existing organization structures, functions, staffing pattern, manning standards of the different units of the agency;
- Review written internal audit reports and status of audit being conducted;
- Review and evaluate existing methods and procedures of the different organizational units and recommend revisions to simplify the system of work flow;
- Establish devices to improve and strengthen the agency internal control system to determine weaknesses and inadequacies and recommend corrective measures;
- Perform other related functions.
CORPORATE ACCOUNTS ANALYST
- Prepare Cost Summary Report and Statement of Expenditures of various Foreign Assisted Projects;
- Prepare Costing of payrolls, DVs, JEVs and cost sheet for Labor, Materials, Overhead, Equipment, contract, Right of Way, etc.;
- Prepare Annual Project Financial Report – GOP portion and consolidated Annual Project Financial Report;

- Formulate and establish the annual goals, objectives and performance targets of the organization and management auditing unit with concurrence of concerned agency officials;
- Supervise and direct the audit review and analysis of existing management practices, problems and deficiencies and other records relative to organization, systems and procedures, and activities of various organizational units of the agency and provide assistance to concerned officials in resolving problems by recommending realistic courses of action;
- Supervise the conduct of internal audit inspection and examination in the administrative organization of the agency to determine the degree of compliance with established objectives, policies, regulations and approved operating procedures;
- Plan and direct the conduct of audit of existing work methods, systems and procedures and process of work flow and recommend modifications and improvements;
- Plan and coordinate the audit review on the development and updating of positions, work requirements and performance standards of every position in the different organizational units and offices of the agency and recommend changes or modifications where appropriate;
- Review written audit reports and if necessary, discuss with auditors and the appropriate management sector the conclusions and recommendations in the audit findings prior to completion and final approval of the audit report;
- Check and monitor if auditors have conducted follow-up review to ensure that the corrective measures were implemented;
- Develop plans and programs relative to management improvement of the Agency in coordination with top management;
- Supervise the evaluation of existing methods and procedures of the different organizational units and recommend revisions if needed, to simplify the systems of work flow;
- Supervise the review and evaluation of organization proposals of newly approved foreign assisted and/or locally funded projects;
