Supervising Engineer A

 
  • Review and monitor the monthly preventive maintenance inspection reports and make appropriate action to facilitate repair or maintenance of equipment;
  • Supervise inspection of equipment of contractors in connection with the post qualification of bidders;
  • Undertake technical inspection of systems equipment, parts and accessories to be delivered to the central office including technical coordination and monitoring of direct deliveries in the field offices;
  • Supervise inspection of equipment recommended for disposal, check, evaluate and analyze the repair accomplishment based on progress report submitted by regional depots;
  • Supervise the preparation of periodic equipment reports required by NIA and other government Agencies;
  • Perform other related functions.

Records Assistant

 
  1. Code/file materials and important documents such as Administrative issuances, contracts, personnel files, etc;
  2. Assist the Records Officers in Classification and Appraisal of bulks of records for Inventory and Disposition;
  3. Assist in the formulation of records retention and disposal schedule as guide to all disposition action on records;
  4. Perform the routing of incoming documents thru the Agency’s Document Tracking System (DTS);
  5. Undertake the preservation of important documents for future use;
  6. Perform other related functions.

Liaison Aide

 
  1. Deliver all kinds of communications to concerned department/division/section within the CO compound;
  2. Maintained records of all communication delivered to concerned office;
  3. Sort communications for delivery by office;
  4. Mail communications to the nearby Post Office and receive communications from the Post Office;
  5. Perform other related functions.

Senior Artist-Illustrator

 
  • Make title cards and graphic illustrations such as graphs, art diagrams, etc. from Factual data for use in film and slide, documentaries/annual reports;
  • Design exhibits displays and mobile photo exhibits;
  • Design trophies, plaques, certificates for use in the Central and Regional/Project Offices;
  • Make research on the latest trend of artworks for publications and other media materials;
  • Help in the evaluation of work of other Artist Illustrators and layout artists;
  • Newspaper scanning;
  • Design and conceptualization/layout for NIA Publications. (Annual Report, NIA Digest);
  • Prepare computer graphics materials for filing/printing of NIA publications;
  • Prepare layout for Ads/Streamers (computer graphics); and
  • Perform other related functions.

Data Encoder

 
  • Maintain log book/Record all documents coming in and out of the Division;
  • Encode reports, letters and other communications pertaining property and procurement matters;
  • Follow-up status of reports, letters, requests and other communications for approval, signature and other actions needed;
  • File all communications, circulars, issuances and other prepared and received by the Division;
  • Handle/Prepare the materials procurement requirement, records and control of office supplies and equipment of the Division;
  • Receive phone calls; and
  • Perform other related functions.

Chief Internal Control Officer

 
  • Review and evaluate audit plans of fiscal and operating controls of the agency and supervise special studies and investigations relative to financial and operational matters;
  • Lead the discussion with internal audit team the conduct of financial and operations audit; advice staff on need for changes in scope, objectives, audit procedures and how to resolve audit issues encountered;
  • Review, discuss and finalize internal audit plans with internal audit staff and submit proposal for recommendation and approval;
  • Review written internal audit reports and status of audit being conducted; ensure proper review and checking of all disbursements;
  • Supervises pre-audit of all transactions and ascertain strict compliance and adherence to established policies and procedures;
  • Train new internal auditors and rate the work performances of audit staff;
  • Perform other related functions.

Supervising Engineer A

 
  • Supervise the preparation of reconnaissance level design and estimates of Irrigation Canals and farm facilities;
  • Supervise the preparation of Feasibility level design and estimates of irrigation canals and farm facilities;
  • Derives unit costs and operation and maintenance costs for irrigation facilities;
  • Undertake field investigation of proposed irrigation projects;
  • Monitors and review Irrigation Projects;
  • Review of outsource Feasibility Studies;
  • Provide technical assistance to Field Offices on matters of Irrigation and Drainage;
  • Gathers and collate pertinent data required for the planning, design and estimates of proposed irrigation projects;
  • Conduct other matters relevant to Irrigation and Drainage Development.

Senior Internal Control Officer B

 
  • Under general supervision, draft audit plans for review of immediate supervisor;
  • Undertake the conduct of audit of existing management practices, problems and deficiencies of various organizational units of the agency;
  • Draft report on the results of the audit completed;
  • Make appropriate recommendations based on the results of the audit;
  • Follow-up actions to determine if audit recommendations have been carried out or not and to inquire for the reasons for non-implementation;
  • Undertake field works to review and validate the proposed organization submitted by the Projects;
  • Document the existing operating procedures of all organizational units of the Agency and proposed revisions and updating of the systems work flow;
  • Participate in the conduct of field inventory for the project completion report of phasing out project and submit manual of report of O&M Organization and Budgetary Requirements;
  • Perform other related functions.

Senior Internal Control Officer A

 
  • Prepare annual goals, objectives and performance targets of the organization and management auditing unit and submit for review and evaluation;
  • Plan the conduct of audit of existing management practices, problems, deficiencies and other records relative to organization, systems and procedures of various organizational units of the agency and analyze the application in the present situation;
  • Lead the conduct of audit inspection and examination of administrative organization of the agency and submit recommendations;
  • Review and evaluate agency organizational structures, staffing, administrative systems and procedures and other relevant information to determine its internal audit needs and objectives;
  • Review findings and recommendations of audit team for completeness and conformance to audit plan, standards and guidelines; discuss audit results with auditees before the draft of the report is finalized;
  • Follow-up actions to determine if audit recommendations have been carried out or not and to inquire for the reasons for non-implementation;
  • Gather data and conduct interviews in flow process of operating procedures of all organizational units of the agency and recommend revisions if needed;
  • Evaluate the proposal for organizational structures, staffing pattern, functions and financial requirements of newly approved foreign assisted or locally funded projects and make recommendations;
  • Conduct field inventory for the project completion report of phasing out project and submit manual of report of O&M Organization and Budgetary Requirements;
  • Perform other related functions.

Regional Manager A

 
  • Direct the formulation and development of short – and long – range plans, programs and policies relative to the operation and maintenance of the irrigation systems including rehabilitation and construction projects;
  • Direct and supervise and coordinate the following:
    • Identification and submission to appropriate authorities aggregate program and funding requirements of projects for investigation, feasibility studies and implementation;
    • Conduct of engineering, agricultural and economic investigations and studies for multi-purpose water resources development and irrigation projects proposed for foreign/local financing to determine their technical, economic, financial, social and environmental feasibility;
    • Preparation of loan proposals, terms of reference and other documents necessary for obtaining financial and technical assistance in connection with project preparation and implementation;
    • Conduct of inventory of water resources and control and distribution of available water;
    • Operations, maintenance, repair and improvement of irrigation systems, installation/pull out if irrigation pumps formation of irrigation association and cooperatives; research on improvement of irrigation service, increase cropping intensity and increase production per unit and the training of irrigators in areas served by all the irrigation system;
    • Utilization, movement, preventive maintenance and repair of equipment
    • Administrative and financial activities including the provision of necessary services relative to legal matter, farmers/irrigators training, information dissemination, procurement and property, and other related activities.
  • Confer and coordinate with other government agencies and private organizations involved and interested in irrigation development; submit and discuss reports for the information of both government and private sectors;
  • Control expenditures of funds and utilization of supplies and materials;
  • Perform other related functions.
