REGIONAL MANAGER A

  1. Direct the formulation and development of short – and long – range plans, programs and policies relative to the operation and maintenance of the irrigation systems including rehabilitation and construction projects;
  2. Direct and supervise and coordinate the following:

a.) Identification and submission to appropriate authorities aggregate program and funding requirements of projects for investigation, feasibility studies and implementation;
b.) Conduct of engineering, agricultural and economic investigations and studies for multi-purpose water resources development and irrigation projects proposed for foreign/local financing to determine their technical, economic, financial, social and environmental feasibility;
c.) Preparation of loan proposals, terms of reference and other documents necessary for obtaining financial and technical assistance in connection with project preparation and implementation;
d.) Conduct of inventory of water resources and control and distribution of available water;
e.) Operations, maintenance, repair and improvement of irrigation systems, installation/pull out if irrigation pumps formation of irrigation association and cooperatives; research on improvement of irrigation service, increase cropping intensity and increase production per unit and the training of irrigators in areas served by all the irrigation system 
f.) Utilization, movement, preventive maintenance and repair of equipment
g.) Administrative and financial activities including the provision of necessary services relative to legal matter, farmers/irrigators training, information dissemination, procurement and property, and other related activities.

  1. Confer and coordinate with other government agencies and private organizations involved and interested in irrigation development; submit and discuss reports for the information of both government and private sectors;
  2. Control expenditures of funds and utilization of supplies and materials;
  3. Perform other related functions.

DEPARTMENT MANAGER A

  1.  Direct the formulation of short and long-range plans, programs and policies for operation and maintenance of irrigation systems including repair and improvement of national irrigation systems;  
  2. Direct the review of annual plans and programs submitted by field offices on the management of irrigation systems and delegate the preparation of consolidated annual program including financial requirement for operation and maintenance, repair and rehabilitation of irrigation systems;
  3. Direct the formulation of policies, strategies, guidelines and manual of procedures to prepare irrigation beneficiary farmers   to effectively participate   in all phases of project development and implementation and their eventual takeover of the management of operation and maintenance of irrigation systems or parts of systems; 
  4. Direct the review and update of policy directions and guidelines on Irrigation Development Program (IDP), Irrigation Management Transfer (IMT), enhance the formation and development of viable and functional Irrigators Associations (IAs) and NIA-IA partnership, other IDP activities and related manuals including feedback mechanism on implementations thereof; 
  5. Direct the formulation and update of policy directions and guidelines on equipment utilization, maintenance, repair, disposal, and acquisition of new light, heavy, support and special equipment’s including preparation of equipment O&M manual, staff development, and feedback mechanism on implementation thereof;   
  6. Provide technical assistance to field offices on operation and maintenance of light and heavy equipment and direct the conduct of inspection and evaluation on acquisition, repair and disposal of   all construction equipment; 
  7. Implement all programs and review budget proposals submitted by field offices pertaining to O&M repair and rehabilitation of irrigation systems, construction equipment and institutional development programs; oversee monitoring and evaluation of periodic reports submitted by field offices for appropriate action; and   direct to establish the management information systems for the OperationsDivision;
  8. Perform other related functions.

PROCUREMENT ASSISTANT A

  • Assist the Procurement Analyst in the canvassing/procurement of supplies, materials and equipment;
  • Deliver checks/payments to various supplier of gasoline, fuel and oil and common office supplies and equipment, respectively;
  • Perform other related functions.

PROCUREMENT ANALYST A

  • Canvass and purchase construction materials, supplies, office equipment and other procurement requirements of Central Office, Field Offices and all CO-based Special Projects;
  • Serve purchase/work orders to winning bidders/suppliers;
  • Monitor/Follow-up delivery of goods, undelivered and partially delivered goods;
  • Recommend alternative commodities for requisitioned articles that may be substituted in consideration of quality, price and availability of stock in the open market;
  • Update list of suppliers and recommend their inclusion and/or exclusion as the case maybe;
  • Make recommendations in determining the kind and quality of supplies, equipment and materials needed, availability of stocks and the need for such materials;
  • Perform other related functions.

PROCUREMENT OFFICER B

  • Render assistance to BAC from pre-conference to issuance of  notice of awards;
  • Schedule bids for the procurement of materials, supplies and equipment;
  • Determine the mode of procurement;
  • Attend to the preparation of canvass papers, preparation of bid documents, issuance of notices and invitation to bid,  notices of bidding conferences, resolutions and notice of awards;
  • Analyze and reconcile specifications offer by suppliers with those in the purchase requisitions;
  • Prepare/Submit periodic reports in the acquisition of construction materials, supplies, equipment and spare parts;
  • Perform other related functions.

DATA ENCODER

  • Maintain log book/Record all documents coming in and out of the  Section;
  • Encode reports, letters and other communications  pertaining to  property matters
  • Follow-up status of reports, letters,  requests and other communications for approval, signature and other actions needed;
  • File all communications, circulars, issuances and other  prepared and  received by the Section;
  • Handle/prepare the materials for property requirements, records and control of office supplies and equipment of the Section;
  • Receive phone calls;
  • Perform other related functions.

DATA ENCODER

  • Maintain log book/Record all documents coming in and out of the  Section;
  • Encode reports, letters and other communications  pertaining to  procurement matters
  • Follow-up status of reports, letters,  requests and other communications for approval, signature and other actions needed;
  • File all communications, circulars, issuances and other  prepared and  received by the Section;
  • Handle/prepare the materials for property requirements, records and control of office supplies and equipment of the Section;
  • Receive phone calls;
  • Perform other related functions.

STOREKEEPER B

  • Reconcile property accountabilities of Central Office/Regional Offices/Project Offices personnel for the purpose of retirement/transfer and resignation;
  • Monitor and control property account code/number of newly acquired properties of NIA;
  • Prepare, maintain, file and control Property Acknowledgement Receipts/Memorandum Receipts based on classification per fund;
  • Receive and record returned to stock waste materials of equipment and spare parts from the end-users;
  • Coordinate with COA inspectors for inspection of waste materials and with Accounting Division for dropping from the books of account;
  • Prepare, file and monitor gate pass of equipment supplies and materials issued and brought out to different Field Offices and suppliers in case of rejected/defective deliveries subject for replacement or repair. Follow-up/Monitor the status/condition of and/or replacement of the properties;
  • Perform other related functions.

PROPERTY OFFICER A

  • Prepare  necessary documents in the shipping and forwarding of goods, supplies and materials in all field offices and hold accountability of same; Submit quarterly report of deliveries;
  • Coordinate with other government agencies regarding insurance/registration of NIA buildings/contents and motor vehicles; Prepare vouchers for payment of insurance premiums;
  • Prepare/file claims in case of vehicular accident and coordinate with second parties involved;
  • Prepare and follow-up request for issuance of security plate on vehicles issued to top management officials;
  • Coordinate with other Government Agencies regarding the transfer of ownership on donated vehicles;
  • Handle requisition and issuance of diesel fuel & oil to various service vehicles; prepares billing for the fuel issued to different NIA FOs and CO based projects and respective monthly consumption reports ;
  • Perform other related functions.
