PROPERTY OFFICER A

  • Conduct/Monitor the disposal of non-performing assets in  C.O. and F.Os;
  • Prepare all necessary documents regarding the appraisal and auction of all non-performing assets of NIA (office equipment/furniture and fixtures and scraps); Prepare transmittal/submit to the Appraisal Committee for approval of theoretical appraised value (EMD, CD and Property);
  • Prepare/Submit to COA the I & I Report and Waste Material Report for inspection and appraisal;
  • Prepare notice of auction sale for publication/posting to website & three leading newspapers or posting to three different places/offices/agencies within the vicinity;
  • Prepare/Submit report of properties sold to public auction to General Accounting Division for dropping from the Books of Accounts;
  • Monitor/Consolidate the annual inventory reports of properties submitted by all NIA  field offices/projects;
  • Monitor/Consolidate the inventory and inspection report of unserviceable properties prepare/submit comparative analysis reports;
  • Perform other related functions.

MATERIAL PLANNING SERVICES CHIEF

  • Supervise  the efficient performance of the various activities of the Property Section;
  • Update/Implement the policies and guidelines on property management of NIA; receipt, storage, issuance, disposal, control, physical inventory taking of NIA properties; reconciliation of property accountabilities of Field/Project  Offices and Central Office personnel for clearance purposes.
  • Conduct studies and compile statistical data to determine maximum stock level, economic order quantities and re-order points of inventory items to ensure balanced stocking and availability of stocks.
  • Prepare/Recommend the proposed annual budget and supplies/materials budget estimate of the Section.
  • Prepare/Recommend training programs on inventory, utilization and disposal of properties/equipment; act as resource person for Central and Field Office personnel training/conference/workshop.
  • Perform other related functions.

SUPERVISING ENGINEER A

Review existing policies, guidelines and operating procedures of the O & M of NIS;
Analyze and consolidate annual plans, programs and budgetary requirement of NIS;
Check and review notice of operation of partially and / or complete operating projects and Memorandum of Agreement (MOA) of contract services on systems or portions thereof to be turned over to irrigators associations;
Evaluate quarterly O & M monitoring reports with impact on water use; progress in irrigated areas, financial expenses; compared with collection, and identify major problems that need immediate action;
Review and analyze O & M statistical data, select and compile vital information for future planning and monitoring purposes;
Perform other related functions.

  • Prepare quarterly report on O&M of NIS for database management information system;
  • Analyze progress of O&M activities (target vs. actual) of NIS and pinpoint deficiencies/discrepancies and recommend measures for improvement if necessary;
  • Assist in the conduct of periodic field inspection to verify progress of O&M activities and recommend solutions to problems encountered;
  • Collate and consolidate vital information from O&M Report of NIA to be publish in the Annual Report;
  • Evaluate monthly O&M reports and prepare draft of memorandum to the Head of Operation and Maintenance of irrigation systems calling their attention on the discrepancies/deficiencies noted in the submitted reports;
  • Evaluate irrigation efficiency of NIS considering water requirements, irrigation losses, methods of water distribution and utilization of rainfall;
  • Perform other related functions.

DATA ENCODER

  • Encode reports, correspondences, messages and memoranda;
  • Receive and record official documents and check completeness of attachments and enclosures;
  • Prepare administrative reports and submit routine correspondences and documents to respective offices;
  • Maintain office files and records;
  • Facilitate request for reproduction of copies of correspondences, reports and other documents, and certify the same upon request;
  • Assist in the preparation of   multimedia presentations during meetings and conferences;
  • Perform other related functions.

SENIOR CORPORATE ACCOUNTANT A

  1. Assist Corporate Finance Services Chief in the supervision of lower level personnel within the section;
  2. Prepare Status of NCA releases, Statement of Unfunded ASA and Funding Checks, Reports of Disbursements and Lists of Due and Demandable Accounts Payable; Annual salaries, allowances/fringe benefits received by the principal officers and members of the governing board;
  3. Process Disbursement Vouchers and Liquidation Reports;
  4. Perform other related functions.

CORPORATE FINANCE SERVICES CHIEF

  • Supervise staffs/personnel within the Section;
  • Review JEVs for One Way Deposit Facility, adjusting/correcting entries found in the reconciliation of various accounts;
  • Review Reconciliation Statements for Accountable Officers, Savings and Current Accounts;
  • Review Status of Statements of Subsidiary Ledger Balances of Accountable Officers, Aging Receivable; and Bills/Collection Statements;
  • Perform other related functions.

UTILITY WORKER A

  • Deliver messages, packages and communications to other organizational units within the office;
  • Maintain the orderly arrangement of office machines and furniture;
  • Run errands on official matters requiring urgent actions; and
  • Perform other related functions.

SECRETARY A

  • Arrange schedules and keep calendar of official appointment for the Manager, and remind schedules of appointment;
  • Take dictations and transcribe notes;
  • Encode reports, correspondences, messages and memoranda;
  • Receive and transmit messages; answer routine correspondences independently;
  • Interview and screen callers and visitors;
  • Maintain office files and records;
  • Perform clerical works, orders and requests from supervisors; and
  • Perform other related functions.
