Regional Manager A

  1. Direct the formulation and development of short – and long – range plans, programs and policies relative to the operation and maintenance of the irrigation systems including rehabilitation and construction projects;
  2. Direct and supervise and coordinate the following:
  • Identification and submission to appropriate authorities aggregate program and funding requirements of projects for investigation, feasibility studies and implementation;
  • Conduct of engineering, agricultural and economic investigations and studies for multi-purpose water resources development and irrigation projects proposed for foreign/local financing to determine their technical, economic, financial, social and environmental feasibility;
  • Preparation of loan proposals, terms of reference and other documents necessary for obtaining financial and technical assistance in connection with project preparation and implementation;
  • Conduct of inventory of water resources and control and distribution of available water;
  • Operations, maintenance, repair and improvement of irrigation systems, installation/pull out if irrigation pumps formation of irrigation association and cooperatives; research on improvement of irrigation service, increase cropping intensity and increase production per unit and the training of irrigators in areas served by all the irrigation system;
  • Utilization, movement, preventive maintenance and repair of equipment
  • Administrative and financial activities including the provision of necessary services relative to legal matter, farmers/irrigators training, information dissemination, procurement and property, and other related activities.

3. Confer and coordinate with other government agencies and private organizations involved and interested in irrigation development; submit and discuss reports for the information of both government and private sectors;

4. Control expenditures of funds and utilization of supplies and materials;

5. Perform other related functions.

Senior Engineer A

  • Prepare the individual civil works contract and monthly status reports for the information and guidance of the higher authorities;
  • Evaluate and prepare recommendation on contractor’s claims for payment of periodic accomplishment and price adjustment;
  • Prepare vouchers for payment of contractor’s approval claims.
  • Prepare correspondence in connection with civil works contracts and
  • Perform other related functions.

Community Development officer II

  • Prepare strategy and training materials on the agro-socio-economic aspects of the formation and development of irrigators associations;
  • Prepare evaluation materials on the agro-socio-economic aspects of the viability and functionality of irrigator’s organizations;
  • Check, analyze and validate the result of evaluation of the agro-socio-economic     aspects on the formation and development of irrigator’s organizations.
  • Review reports on the agro-socio-economic aspects on the formation and development, viability and functionality of irrigator’s organizations;
  • Prepare necessary reports on the review of the agro-socio-economic aspects of the formation and development, viability and functionality of irrigator’s organizations.
  • Perform other related functions.

Community Development officer II

  • Prepare monitoring guidelines on the formation, development and functionality sustenance of irrigators organizations;
  • Prepare necessary feedback on Institutional Development Program (IDP) activities;
  • Evaluate organizational and developmental activities of irrigators organizations prior to turnover of O&M management responsibilities of an irrigation system as part thereof and provide necessary recommendations;
  • Assist in the preparation of regional plans and programs on institutional development;
  • Provide technical assistance to field units in IDP implementation;
  • Assist in the conduct of staff development trainings and monitor and evaluate program accomplishments;
  • Perform other related functions.

 

Department Manager A

  1. Develop a communication plan for the agency;
  2. Develop appropriate media materials (Annual Report, NIA Digest, NIA Currents, primers/flyers) for dissemination and distribution to stakeholders and the general public;
  3. Exercise functional supervision over regional/specials projects information officers;
  4. Direct coordination with national media and local media outlets, including print and broadcast network as well as government and private media offices to achieve effective dissemination of information;
  5. Coordinate with other agencies and non-government organizations;
  6. Develop materials for non-formal education campaigns for irrigation users and participates in the activities;
  7. Prepare news releases for publication both in print and broadcast media and monitors same;
  8. Document important events/activities of the Agency;
  9. Participate in various committee meetings and undertakings which are PAIS related;
  10. Provide technical assistance to regional offices on matters pertaining to public information activities;
  11. Monitor and evaluate public information activities of the Agency;
  12. Attend conferences/meetings called by the Agency as well as other agencies;
  13. Perform other related functions.

Irrigators’ Development Officer A (Casual)

  1. Monitor the ongoing implementation of the institutional development activities of all SRI Projects;
  2. Check the program of work for institutional development activities;
  3. Check and review the monthly activities and accomplishments of institutional development activities;
  4. Conduct periodic site inspection to ensure proper implementation of institutional development activities;
  5. Perform other related functions related to the implementation of the projects.

Legal Researcher (Casual)

  1. Perform legal research, drafts and correspondences related to SRI Projects nationwide;
  2. Assist in the investigation and evaluation of legal issues/cases related SRI Projects;
  3. Track and organize files containing important case documents;
  4. Perform other related functions related to the implementation of the projects.

Engineer A (Casual)

  1. Undertake Construction Management and Engineering Supervision of Contractor’s activities for SRIP;
  2. Evaluate and check Contractor’s Monthly Statistical Reports;
  3. Evaluate Progress Billings;
  4. Evaluate Contractor’s Monthly Accomplishments;
  5. Review Daily Inspector’s Reports;
  6. Review Contractor’s Construction Program/Catch Up Plan and other related documents;
  7. Perform other related functions related to the implementation of the projects.

Senior Right of Way (ROW) Officer (Casual)

  1. Review all ROW documents (project Valuation Report, Deed of Sale, Donation, Quit Claim, etc.) of all SRIP Projects;
  2. Facilitate the settlement of ROW for land and improvement damages;
  3. Conduct periodic site inspection to ensure proper ROW Acquisitions;
  4. Check and review the monthly activities and accomplishments of ROW Acquisitions;
  5. Perform other functions related to the implementation of the projects.
