Conduct/Monitor the disposal of non-performing assets in C.O. and F.Os;
Prepare all necessary documents regarding the appraisal and auction of all non-performing assets of NIA (office equipment/furniture and fixtures and scraps); Prepare transmittal/submit to the Appraisal Committee for approval of theoretical appraised value (EMD, CD and Property);
Prepare/Submit to COA the I & I Report and Waste Material Report for inspection and appraisal;
Prepare notice of auction sale for publication/posting to website & three leading newspapers or posting to three different places/offices/agencies within the vicinity;
Prepare/Submit report of properties sold to public auction to General Accounting Division for dropping from the Books of Accounts;
Monitor/Consolidate the annual inventory reports of properties submitted by all NIA field offices/projects;
Monitor/Consolidate the inventory and inspection report of unserviceable properties prepare/submit comparative analysis reports;
Supervise and monitor all civil security services and activities;
Review and propose posting schedule for approval of the Department Manager;
Conduct investigations on major problems on security matters;
Call meetings / conferences with the owner security agency and discuss matters on security services and problems encountered;
Submit monthly report to the Administrator in coordination with the Manager of the Administrative Department;
Submit immediate report to the Administrator in coordination with the Manager of the Administrative Department all major cases that needs immediate and appropriate actions;
Proposed penalties / sanctions per Memorandum of Agreement / Contract for the approval of the Administrator and implement such penalties / sanctions;
Protects the officers and employees, including all NIA properties within the office compound and see to it that everything is in order;
Implement all rules and regulations on security of employees and properties; and
Reconcile property accountabilities of Central Office/Regional Offices/Project Offices personnel for the purpose of retirement/transfer and resignation;
Monitor and control property account code/number of newly acquired properties of NIA;
Prepare, maintain, file and control Property Acknowledgement Receipts / Memorandum Receipts based on classification per fund;
Receive and record returned to stock waste materials of equipment and spare parts from the end-users;
Coordinate with COA inspectors for inspection of waste materials and with Accounting Division for dropping from the books of account;
Prepare, file and monitor gate pass of equipment supplies and materials issued and brought out to different Field Offices and suppliers in case of rejected/defective deliveries subject for replacement or repair. Follow-up/Monitor the status/condition of and/or replacement of the properties;
Supervise and manage the operation of the guesthouse in accordance with approved policies and guidelines;
Initiate policy recommendations designed to upgrade/improve the quality of service at the guesthouse;
Evaluate and implement the systems and procedures in delivering satisfactory guesthouse services;
Oversee the operation of function rooms:
Accept reservations for the use of function rooms;
Prepare reservation, determine the price to be paid and guide the client to Cashier’s Office for payment;
Monitor the actual time of utilization if it exceeds the set time of use for additional payment;
Entertain prospective tenants in the building complex, prepare contract to lease, monitor the contract until signed by both parties and forward to accounting for billing, renew the contract of lease every year;
Prepare the Project Procurement Management Plan (PPMP) and budget of the division;
Oversee the general upkeep and maintenance of the guesthouse and performance of the personnel;
Supervise the activities of a unit involved in the Installation, testing, commissioning, major repair and overhauling of all mechanical/electrical (machineries/equipment);
Act as maintenance adviser, analyze and evaluate performance of machineries/equipment;
Write technical and economic studies on maintenance;
Review maintenance programs/schedules prepared by maintenance personnel and coordinate implementation of the same;
Analyze causes of problems on major repair/overhauling and recommends appropriate action/solution/remedial measures;
