Plan, organize and coordinate the collection , evaluation and analyses of updated data on socio-economics, land use, soils, water and other relevant information to assess irrigation watershed resources and problems related to watershed management;
Review relevant information/data to identify and prioritize critical areas in watershed that requires immediate protection and rehabilitation;
Collaborate with other government agencies/offices on any similar programs in the identified critical areas including those affected by upland degradation for effective watershed management planning and implementation;
Provide technical assistance in the formulation and implementation of plans and programs for the rehabilitation and protection of the watersheds supporting irrigation facilities;
Participate in environmental compliance monitoring and auditing of irrigation development projects particularly in watershed management concerns;
Participate in the review and development of corporate environmental policy in order to integrate concerns on watershed management and protection; and
Supervise the activities of a unit involved in the Installation, testing, commissioning, major repair and overhauling of all mechanical/electrical (machineries/equipment);
Act as maintenance adviser, analyze and evaluate performance of machineries/equipment;
Write technical and economic studies on maintenance;
Review maintenance programs/schedules prepared by maintenance personnel and coordinate implementation of the same;
Analyze causes of problems on major repair/overhauling and recommends appropriate action/solution/remedial measures;
Undertake maintenance and repair works, to avoid interruptions, for the communications facilities and computer systems of the dam and reservoir complexes, flood and weather forecasting stations, and field, project and central offices;
Maintain complete and functional tools in every main responsibility center and facility station for ready use in routine calibration, repair, maintenance and testing of communications facilities including photocopying, security and computer systems;
Prepare maintenance and repair rules for electronic equipment for observance by concerned staff in dam and reservoir complexes, flood and weather forecasting stations, field, project and central offices, and database development centers;
Orient counterpart and concerned staff in dam and reservoir complexes, field, project and central offices, flood and weather forecasting stations, data processing centers, and pumping plants on routine maintenance practices for electronic equipment;
Perform inspection and installation jobs for communications equipment acquired by the Agency including allied equipment like personal computers, photocopying machines, security cameras, facsimile machines and audio-visual gadgets;
Plan/organize/coordinate the collection and analyses of data/information pertinent to the conduct of environmental impact assessment of irrigation development projects and social environmental assessment and developments particularly on matters addressing involuntary resettlement, woman participation, and indigenous people for irrigation development projects;
Coordinate the development of procedures and guidelines to ensure social safeguards in irrigation development projects and as an input to the formulation of the corporate environmental policies and strategies;
Assist/Support the field offices/projects in the acquisition of environmental compliance certificates and other necessary clearances/permits;
Plan/Organize and coordinate the monitoring and evaluation of environmental management plans and compliance to the conditionality of clearances/permits like the ECC;
Organize/Coordinate the conduct of environmental auditing of on-going and completed irrigation development projects;
Organize in-house trainings and technical assistance for the Field Offices or Irrigators Associations and other units on environmental and social concerns of irrigation developments;
Participate/Assist in the review and formulation of corporate environmental policies and strategies; and
Mapping of lithologic units, geologic structures such as faults, folds, strike and dip of beds, rock boundaries and locating favorable sites, including sources, quantity, and quality of construction materials for dam/reservoir project;
Prepare drilling programs; monitor drilling particularly during conduct of field tests; conduct borehole logging and core sampling;
Assess the susceptibility of the proposed and existing project to natural/geologic hazards, conduct geologic hazard assessment at proposed and existing project;
Prepare geologic reports synthesizing and interpreting surface mapping, drilling and other geologic investigation results;
Review the Geology Chapter of outsourced Feasibility Study and Detailed Engineering Study reports and conduct necessary field visits and discussions with consultants to efficiently facilitate the review process.
Prepare and update previous year program obligations, cash disbursements, physical and financial accomplishment;
Prepare and update the project profiles;
Prepare and update Medium-Term Public Investment Program (MTPIP), Comprehensive and Integrated Infrastructure Program (CIIP), and Budget Strategy (BS) for Luzon, Visayas and Mindanao;
Assist and/or represent the Division Manager in Attendance to National and Corporate Budget Call;
Assist in the formulation of programming guidelines and standard for the preparation of annual budget proposal in conformity with the changing priorities and strategies of the agency and national government;
Prepare the necessary forms and PowerPoint presentation in the sectoral consultative meetings and workshops;
Evaluate submitted project budget proposal in relation to conformity with the objectives, strategies, goals, and thrusts of the agency and national government and budget ceiling set by DBM;
Prepare DBM and BP forms with justifications per project for the proposed funding requirements;
Supervise the preparation of list of sub-project by congressional district, by province and by region;
Prepare briefing materials and PowerPoint presentation for DA, DBM and House of Representatives and Senate;
Prepare data and necessary documents needed for meetings, conferences, workshops, congressional queries, etc;
Assist in the presentation of quarterly work and financial plan and agency performance measures;
Prepare request for fund realignment and additional budget;
Assist the HRMO IV in facilitating the processing of monthly payroll and remittances;
Process Monthly/ Casual employees’ Remittance list every month for regular and voucher payroll;
Prepare & process disbursement vouchers and Budget Utilization Requests (BURs) for remittances of Monthly and Casual employees for regular monthly remittance and voucher payroll remittance;
Process /prepare certificate of remittances (if any) and other related activities concerning remittances;
Monitor and prepare index of remittances for monthly and casual employees, and voucher payroll remittance;
Research on the latest updates on deductions/increase from all institutions and /or relevant interested parties (RIPs) related to salaries and wages;
Reconciliation of Remittance Records with the AD, FMD, etc; and
