Formulate era-wise research and training masterplans with roadmaps and timelines included on irrigation and drainage commodities for the Center consistent with the primary thrusts and goals of the Agency in that particular era;
Initiate primary and collaborative membership with agriculture- and environment- base local research consortia and international research networks as an opportunity for sharing and expanding databases and resources;
Draw technical and financial support from concerned private companies besides government institutions and donor international agencies in the implementation of research and training programs in irrigation and drainage;
Establish design and rehabilitation principles with modernization considerations for assemblage into models for reference in endeavors to realize the vision for robust functionality and optional performance of irrigation and drainage systems;
Setup operations and management standards with assessment parameters and thresholds shown for development into manuals on the protection and maintenance of operational sustainability, efficiency, and safety of irrigation and drainage system;
